Position Summary
The Program/Project Manager shall oversee all contract operations supporting the VA Central Institutional Review Board (CIRB) program and serve as the primary point of contact with the VA COR. The individual shall manage schedules, staffing, deliverables, reporting, and overall contract performance.
Key Responsibilities
· Serve as the primary point of contact between the Contractor and VA COR.
· Oversee execution and maintenance of the Project Management Plan (PMP).
· Coordinate all contract activities, schedules, milestones, communications, and staffing resources.
· Monitor contract performance and ensure compliance with all task order requirements.
· Manage quality assurance and risk mitigation activities.
· Coordinate protocol review support activities performed by Protocol Coordinators.
· Facilitate kick-off meetings and semi-annual program evaluation meetings.
· Ensure timely submission of all deliverables and status updates.
· Support transition-in and transition-out activities.
· Ensure compliance with VA security, privacy, and information handling requirements.
· Track project risks, issues, corrective actions, and performance metrics.
· Coordinate support for audits, oversight inspections, and operational reviews.

Minimum Qualifications
· Master’s Degree.
· Minimum 5 years of research administration experience.
· Minimum 3 years of management experience.
· Strong written and verbal communication skills.
· Experience supporting IRB, healthcare research, or regulatory programs preferred.

· Must successfully complete VA-required background investigation and security requirements.
