Role Overview:
Client is transforming how the Department of War (DoW) utilizes data and technology. This role supports how the Department addresses Joint Operational Problems with prototype development that accelerates innovation and modernization to compete with a peer/near-peer adversary. This customer facilitates rapid modernization of the force by supporting and encouraging multicomponent assessments and experimentation through a campaign of learning and collecting a body of evidence.
Key Responsibilities
Cyber Engineering & Project Management:
o Lead the technical design and project management of cyber engineering initiatives, ensuring alignment with DoW modernization objectives.
o Manage complex project timelines and resource allocation for cyber test and evaluation (T&E) portfolios.
Capability Testing & Experimentation:
o Lead the analysis, assessment, and demonstration of innovative cyber capabilities.
o Design and execute rigorous testing for offensive and defensive cyber technologies.
o Support the research and integration of emerging technologies into the force's cyber architecture.
System Evaluation & Risk Assessment:
o Evaluate sensor system performance and operational feasibility to determine real-world effectiveness.
o Validate that technical capabilities meet mission-critical performance standards.
o Provide expert recommendations on system risks and mitigation strategies based on performance assessments.
Compliance & Technical Excellence:
o Ensure all cyber systems and testing protocols meet applicable DoD Directives and Instructions.
o Maintain high standards for technical documentation and experimental evidence collection.
Required Experience/Clearance
Active Top Secret/SCI security clearance.
15+ years of technical expertise in cyber engineering and cyberspace test and evaluation.
10+ years of experience in project management for technical or engineering teams.
10+ years of experience supporting the analysis, assessment, and testing of cyber capabilities.
10+ years of experience evaluating and validating sensor system performance and effectiveness.
Certifications: Must hold at least one of the following relevant industry credentials:
o Certified Information Systems Security Professional (CISSP).
o Certified Information Security Manager (CISM).
o Certified Information Systems Auditor (CISA).
o CompTIA Advanced Security Practitioner (CASP+).
o Offensive Security Certified Professional (OSCP).
o Global Information Assurance Certifications (GIAC).
o Certified Cloud Security Professional (CCSP).
Bachelor's degree in Computer Science, Information Technology, Cybersecurity, or a related

Prior military experience or experience working directly within the Department of War (DoW).
Experience with cloud-native cyber tools and containerized testing environments.
Familiarity with the DoD 5000 series acquisition lifecycle and rapid prototyping processes.
Proven ability to lead cross-functional teams in high-tempo, "campaign of learning"
environments.
