Job Role: Project Manager – Legacy Analytics Modernization (Project Manager 3)

Job Summary
Texas Health and Human Services Commission (HHSC) is seeking a highly experienced Project Manager 3 to support its Legacy Analytics Modernization initiatives. This role will lead efforts to migrate legacy TIERS analytics and reporting platforms to modern data and analytics solutions in alignment with DIR’s Texas Data Management Framework.
The Project Manager will oversee complex, multi-stakeholder IT initiatives involving data integration, analytics modernization, vendor coordination, and federally funded programs. This position requires strong leadership, deep experience across the full Project Management and Software Development Lifecycles (PMLC/SDLC), and proven Agile delivery expertise.
Key Responsibilities
- Lead end-to-end project management activities for legacy analytics and reporting modernization initiatives.
- Plan, manage, and track project scope, schedule, budget, risks, issues, and dependencies using established project management tools.
- Collaborate closely with the Office of the Chief Data Architect and the Office of Data Analytics & Performance to support Access & Eligibility Services reporting modernization.
- Establish and maintain detailed project plans, work plans, schedules, and quality plans in compliance with DIR Project Delivery Framework standards.
- Manage Agile delivery activities including PI planning, backlog grooming, sprint planning, daily scrums, retrospectives, and Kanban workflows.
- Oversee vendor performance, deliverables, and contractual compliance, including coordination with TSS sprint teams.
- Develop and publish required project documentation such as status reports, risk logs, RFPs, and federally approved IAPDs to support matching federal funds.
- Conduct procurement activities as needed to assess, select, and onboard vendors for modernization efforts.
- Coordinate resources across mixed functional and matrixed environments, ensuring alignment with approved timelines and budgets.
- Identify project risks and proactively coordinate mitigation strategies with leadership and stakeholders.
- Maintain consistent communication with executive leadership, IT teams, business units, and federal partners.
- Ensure project deliverables comply with all applicable state, federal, and agency standards.
- Manage day-to-day project operations and team coordination.
- Perform other duties as assigned.
Required Qualifications
- 8+ years of IT Project Management experience, including full PMLC and SDLC oversight.
- Active PMP Certification.
- Minimum 5 years of experience supporting data management and analytics solutions, including:
- Data warehouses
- Data lakes
- Business intelligence and analytics platforms
- SOA-based or web-based (J2EE) systems
- Demonstrated experience leading Agile projects, including sprint planning, backlog management, daily scrums, and retrospectives.
- Proven ability to manage full project budgets and track actual costs.
- Strong experience developing clear, concise project documentation.
- Excellent verbal and written communication skills.
- Strong leadership and team management experience, including mentoring, facilitation, and task coordination.
- Expert problem-solving and risk management capabilities.
- Experience managing complex projects with multiple stakeholders in regulated environments.
Preferred Qualifications
- Prior experience working within a Health and Human Services agency.
- Experience managing healthcare or public health IT projects.
- Experience supporting access and eligibility systems, including TIERS or similar platforms.
- Experience managing multi-agency or multi-department IT initiatives.
- Familiarity with projects involving federal funding, reporting, and compliance.
- Proven ability to manage resources in a mixed functional and matrixed environment.
- Experience building and leading high-performing IT project teams.
