Respond immediately to personnel issues raised by the COR, Contract Specialist, or Contracting Officer. Notify the COR of the actions being taken to resolve them. Report on-site within one hour of notification at the Government's request.
Prepare and submit a daily staffing report to the COR detailing leave and telework.
Oversee employee removals and replacements and coordinate them with the COR. Support replacement of personnel within the 14-calendar-day window. Maintain records that demonstrate personnel meet the minimum qualifications of their positions.
Prepare and submit the Monthly Progress Report to the COR and KO by the 15th of each month. The report covers accomplishments, project status and delays, upcoming taskings, personnel changes, employee absence hours, customer service feedback, the monthly staffing matrix, travel summaries, and concerns or recommendations.
Oversee delivery of recurring deliverables on schedule. These include the weekly Logistics Support, Production Planning, and Business Process Management Team Activity Reports, the current list of employees, and the Trip Reports.
Develop, implement, and maintain the Quality Control Plan (QCP). Submit it within five business days of award and after any changes. Monitor performance against the QASP and its Acceptable Quality Levels, including discrepancy identification, corrective action, root cause analysis, trend analysis, and customer feedback.
Prepare and submit the Phase-In Plan within ten business days of award notification. Prepare the Phase-Out Plan and the required employee lists to support an orderly transition.
Manage the contractor background investigation process (Tier 1 or higher). Manage CAC and ALC badge issuance, Non-Disclosure Agreements, Government-required training, and IT access. Ensure confirmation of training on facility instructions is provided within 30 days of hire.
Develop and maintain the Contractor Safety Plan. Ensure personnel are trained on safety and environmental requirements. Report mishaps to the COR or ALC Safety Office within one hour.
Submit and track travel requests, visitor requests, and telework agreements through the COR and KO. Submit travel requests at least 14 calendar days before travel where possible and Trip Reports after travel.
