Job Title: Requirements Analyst

Location: National Capital Region (Washington DC and surrounding areas)

Rivet Operations Company is looking for a Requirements Analyst to integrate agency-specific mission requirements with acquisition management for the Cybersecurity and Infrastructure Security Agency (CISA) in the National Capital Region.

The Requirements Analyst role is responsible for applying DHS Mission Requirements and Acquisition Management policy to analyze capabilities, define the requirements characteristics that drive acquisition pathway selection, and determine whether investments are materiel or non-materiel. This position is a strong fit for an analyst who can connect mission needs, requirements, and acquisition decisions in a federal program environment.

Key Responsibilities

Analyze mission requirements and align them with acquisition management processes within the portfolio construct

Apply DHS Mission Requirements and Acquisition Management policy to evaluate capabilities and materiel solutions

Support development of acquisition pathway identification criteria by defining and analyzing the requirements characteristics that drive pathway selection

Contribute requirements input to assessment criteria for strategic alignment, business value, and acquisition readiness

Document requirements, supporting activities, and analyses needed to reach program decision points across each acquisition pathway

Handle Government information and CUI in accordance with DHS records management and information protection requirements

Requirements

Required Qualifications

U.S. citizenship and able to pass a High-Risk Public Trust background investigation.

Must possess a Bachelor's degree related to the field of work

3 to 5 years of demonstrated experience in requirements analysis, capabilities analysis, or acquisition support on federal programs

Working knowledge of the federal acquisition lifecycle, mission requirements development, and acquisition pathway/decision-point frameworks

Proficiency in Microsoft Office Suite

Excellent verbal and written communication skills

Prior experience within the Department of Homeland security with familiarity in cybersecurity is desired

Physical Requirements:

Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required. Possible lifting up to 40 lbs.
