Summary

Project Description :
We are seeking an experienced Senior Organizational Change Management (OCM) Specialist to lead change management activities supporting a Business and Technology Modernization program. This role will develop and execute change strategies to ensure successful adoption of Agile practices, mindsets, and behaviors across the organization.

The OCM Specialist will work closely with the Agile Program Manager, Agile Coaches, leadership, and impacted teams to assess change readiness, identify resistance, engage stakeholders, and implement communication and training strategies that drive sustainable organizational change.

Location: Washington, DC | US Citizenship is Required

Qualification Requirements :
  • Minimum 5 years of experience in organizational change management, preferably supporting technology, Agile, or digital transformations
  • Change management certification strongly preferred: Prosci Change Management Practitioner, CCMP, or equivalent
  • Understanding of Agile principles, values, and frameworks (Scrum, SAFe, Kanban) and the cultural shifts required for successful adoption
  • Experience conducting change impact assessments, stakeholder analyses, and readiness assessments
  • Demonstrated ability to develop and execute change management plans including strategy, stakeholder engagement, communications, training, and resistance management
  • Bachelor's degree in Communications, Organizational Psychology, Business Administration, Information Systems, Sociology, or a related field (or equivalent experience)
  • Familiarity with Atlassian Jira and Confluence preferred
  • Federal government or highly regulated industry experience preferred

  • Communication and training strategy design for diverse audiences (executives, managers, teams)
  • Resistance identification and management through targeted interventions and coaching support
  • Adoption metrics tracking and change effectiveness reporting
  • Strong stakeholder management and relationship-building across all organizational levels
  • Excellent communication and influencing skills with ability to craft compelling messages for diverse audiences
  • Familiarity with Jira and Confluence


Responsibilities :
  • Develop and execute a comprehensive change management strategy including impact assessments, readiness assessments, stakeholder engagement plans, and adoption roadmap aligned with Agile transformation milestones
  • Design and implement communication and training strategies to build awareness, understanding, and capability across all stakeholder groups
  • Identify and manage resistance by proactively addressing barriers, concerns, and objections through targeted interventions and reinforcement mechanisms
  • Measure and report on change effectiveness using adoption metrics, readiness scores, and feedback to track progress and adjust strategies
  • Partner with the Agile Program Manager, Agile Coaches, and other change leaders to support organizational culture transformation from traditional to Agile mindsets
