The NOSC Manager is responsible for the overall leadership, performance, and operational effectiveness of a 24x7 Network Operations Security Center supporting mission-critical government networks. This role provides management oversight of NOSC personnel, ensures compliance with established processes and procedures, and coordinates with Government and contractor stakeholders to maintain secure, resilient, and reliable network operations in support of national security objectives.

Responsibilities
  • Provide day-to-day leadership and management of NOSC operations in a 24x7 environment.
  • Oversee monitoring of all identified devices and applications across several program networks using approved dashboards and toolsets.
  • Ensure event, incident, and problem management activities are executed in accordance with established processes and service level objectives.
  • Direct incident detection, analysis, response, containment, eradication, and recovery activities, coordinating with internal teams and external stakeholders as required.
  • Oversee security event monitoring utilizing SIEM and security analytics platforms.
  • Ensure timely reporting and escalation of outages, incidents, and operational risks in accordance with contractual and organizational guidelines.
  • Utilize operational and security analytics tools to support log collection, analysis, alerting, and trend identification.
  • Provide leadership, mentoring, and performance management for NOSC staff, including shift coverage planning and skills development.
  • Ensure compliance with cybersecurity policies, standards, and regulatory requirements.
  • Other duties as assigned.

Qualifications
  • Bachelors degree required; an Associates degree with 2+ years of relevant experience or 4+ years of relevant experience may be substituted.
  • 2+ years of demonstrated experience managing operations within a 24x7 NOSC or SOC environment supporting government or commercial clients.
  • DoD IAT Level II certification required.
  • Active DoD Top Secret clearance with SCI and SAP eligibility required.

Knowledge, Skills, and Abilities:
  • Strong understanding of cyber threat capabilities and defensive techniques to protect networks and systems.
  • Experience with a broad range of security and network monitoring tools, including but not limited to Wireshark, Palo Alto Firewalls, xSoar, Cisco ASA, F5, tcpdump, Snort, Splunk, Microsoft Sentinel and MDE, McAfee ePO, Nessus, and CounterACT.
  • Working knowledge of network operating systems, service level objectives (SLOs), and IT service management principles.
  • Proven leadership, decision-making, and communication skills in high-tempo operational environments.
  • Ability to coordinate effectively with Government stakeholders and cross-functional technical teams.
