Project Overview
Oregon Department of State Lands (DSL) is seeking an experienced Application Systems Analyst / Programmer to assess, modernize, and convert an existing Microsoft Excel-based Stream Compensatory Mitigation Accounting Calculator (SCMAC) into a more user-friendly, secure, and scalable application.
The selected consultant will evaluate potential technologies, recommend the most suitable platform, redesign the solution, conduct testing, and deliver a finalized application that supports Oregon's new stream compensatory mitigation accounting rules.
Key Responsibilities
- Analyze and understand the existing Excel-based SCMAC tool.
- Evaluate alternative technologies and application platforms.
- Prepare a comparison/selection matrix and recommend the best solution.
- Convert and modernize the current calculator into a user-friendly application.
- Preserve and accurately implement all existing business logic and calculation formulas.
- Automate calculations and reduce manual user input.
- Implement data validation and error-handling mechanisms.
- Ensure formulas and calculations are protected from unauthorized modification.
- Conduct beta testing using client-provided project scenarios.
- Participate in project meetings and provide status updates.
- Deliver documentation, recommendations, testing results, and final application.
Required Skills
- 10+ years of experience with Microsoft Excel and advanced formula development.
- Strong Application Systems Analysis and Programming experience.
- Experience converting spreadsheet-based tools into web, desktop, or enterprise applications.
- Expertise in business process automation and calculation engines.
- Experience with requirements analysis, system design, testing, and documentation.
- Strong stakeholder communication and presentation skills.
Preferred Qualifications
- Experience evaluating and selecting software platforms.
- Experience developing user-friendly public-facing applications.
- Knowledge of environmental, regulatory, GIS, engineering, or scientific data systems is a plus.
- Experience with web application development and secure data validation.

- Assessment of current SCMAC functionality.
- Technology evaluation and selection matrix.
- Recommended platform with justification.
- Updated and enhanced SCMAC application.
- Beta test results and documentation.
