Summary

IT Director

Introduction: Under the direction of the Chief Deputy, the IT Director is responsible for managing and organizing the workflow within the IT Department and ensuring adequate support of the administrative and technical needs of the Circuit Court and Circuit Clerk’s Office.

Responsibilities:

  • Responsible for maintaining/managing the current computer systems; including, but not limited to, security clearances, system upgrades/updates, system backups, generating reports and troubleshooting.
  • Leads and manages a team of direct reports: Technology Manager, Programmer/Developer Analyst, Senior Programmer Analyst/Developer and Project Manager, Technical Support Manager and AV Support personnel.
  • Supervises and evaluates the work of direct reports through evaluations, monitors performance, manages time/attendance, and identifies knowledge gaps and training opportunities.
  • Facilitates and oversees all IT developmental projects, changes and upgrades, participating in strategic planning and decision-making in alignment with goals and objectives of the organization.
  • Communicates and corresponds regularly with current and prospective systems vendors of the Circuit Court, managing relationships with vendors and ensuring existing vendors are meeting service-level agreements.
  • Facilitates communication and coordination with the County IT department and other court-related partners.
  • Responsible for ensuring IT budgetary requirements are met, identifying potential cost-saving initiatives or appropriate modifications to ensure system capability and security while adhering to a strict budget.
  • Responsible for maintaining secure systems, monitoring and mitigating security risks.
  • Forecasts hardware and software needs and evaluates new technologies for application and makes recommendations based on projected needs.
  • Reporting duties as needed.
  • Establishes and enforces IT policies and procedures, including those directly related to security threats.
  • Demonstrates regular, predictable attendance.
  • Other Duties as assigned.

Requirements:

  • Bachelor’s degree in computer science or other related field and/or 7+ years of applicable experience
  • 3+ years of managing or direct supervisory experience
  • Experience in installing, configuring and updating software applications and collaborating with software vendors
  • Knowledge of IBM, iSeries and Windows Servers highly preferred; some knowledge of PHP and JAVA Script beneficial
  • Experience working with federal, state, local or municipal government beneficial
  • Must possess excellent analytical and problem-solving skills with the ability to organize and prioritize workload
  • Ability to establish and maintain effective working relations with others including internal staff and external agencies using strong verbal and written communication skills
  • Proficient in using computer-based technologies to manipulate, create and retrieve information
  • Self-starter that takes initiative on new projects, setting goals and timelines
  • Reliable Transportation to travel to satellite locations and to participate in offsite meetings, training sessions and conferences

Working Conditions and Physical Abilities

Work is performed in a normal office environment Monday through Friday; however occasional evening, holiday and weekend hours are required for critical system support and for technical emergencies. The incumbent may be required to move from one area of the building to another quickly. Reliable transportation is necessary as the IT Director will be required to move to satellite locations and participate in offsite meetings, training sessions, and conferences. While performing the essential functions of this job, the incumbent is regularly required to stand, walk, sit, and use hands and fingers to handle or feel, reach, talk, or hear, and lift and move up to forty (40) pounds.
