- CONTRACTOR QUALIFICATIONS AND EXPERIENCE:
CONTRACTOR/STAFF
1.1. A minimum of six years of developing applications in Classic ASP, C# .Net & VB .Net;
1.2. A minimum of three years with HTML 5.4;
1.3. A minimum of six years with MVC;
1.4. A minimum of three years with Angular X.0 (not Angular. js);
1.5. A minimum of six years with Visual Studio;
1.6. A minimum of six years with SQL Server development, including tables, stored procedures, functions, triggers, and views;
1.7. A minimum of six years writing, reading, and interpreting technical specifications, test cases, and application requirements;
1.8. A minimum of six years with IT security standards regarding application hardening and data encryption;
1.9. A minimum of six years with web accessibility standards;
1.10. A minimum of six years with Integrations using REST web services, including JSON and XML data transport;
1.11. A minimum of three years with SSRS;
1.12. A minimum of six years with Object Oriented analysis, design, and best practices;
1.13. A minimum of six years developing web-based applications;
1.14. Familiarity with SQL managed instance and Azure ASE environment deployment;
1.15. Familiarity with Azure cloud services, including build and release, Azure SQL, triggers, pipelines, and configuration;
1.16. Familiarity experience with Azure DevOps; and
1.17. Bachelor’s degree in computer science, Information Systems or other related field; or equivalent work experience.
- CONTRACTOR RESPONSIBILITIES:
- SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified:
i. Attend and participate in all ceremonies of a Scrum development project as directed by the Department including:

- Planning Sessions;
- Stand-Up Sessions;
- Review Sessions;
- Backlog Grooming Sessions;
- Pointing Sessions;
- Retrospective Session; and
- Any other Project Management methodology adoption.
ii. Participate in and run Joint Application Sessions to collect detailed requirements and document requirements with process flows and mockups as directed by the Department.
iii. Create, modify, deploy, and test application code and database code with a zero-defect rate as directed by the Department.
iv. Train and participate in peer code review as directed by the Department.
v. Create test cases and test data for User Acceptance Testing as directed by the Department.
vi. Document application modifications and additions daily, aligned with coding tasks as assigned by the Department, and store in a document repository.
vii. Complete Administrative tasks (i.e., training) as needed or as directed by the Department. Enter time log in with detailed tasks in Department provided application on a weekly basis.
viii. DATA SECURITY AND CONFIDENTIALITY TASK:
The Contractor, its employees, subcontractors, and agents must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentiality document attached to the purchase order.
