Job Title: Project Delivery Lead EAP Modernization Program
Location: Georgia (REMOTE)
NOTE: This is a part-time role with a remote opportunity.
Position Overview
The Georgia Department of Human Services (DHS) is undertaking a large-scale modernization of the Eligibility and Assistance Program (EAP) application, transitioning from a legacy COBOL-based mainframe system to a modern, cloud-native architecture built in Rust.
The Project Delivery Lead will be responsible for end-to-end delivery oversight of this highly complex modernization initiative, ensuring successful execution across requirements analysis, system design, development, automation, deployment, and production stabilization within a 10-month implementation timeline.
This role requires strong leadership in large-scale legacy transformation programs, DevOps-driven delivery models, cloud infrastructure provisioning, and secure application development.
Key Responsibilities
1. Program & Delivery Leadership
- Lead end-to-end delivery of the EAP modernization initiative within defined scope, timeline, and budget.
- Establish and maintain daily and weekly cadence meetings with DHS stakeholders and authorized users.
- Manage project plans, milestones, risks, issues, and escalation processes.
- Coordinate cross-functional teams including architects, developers, DevOps engineers, QA teams, business analysts, and infrastructure specialists.
- Ensure alignment between business requirements and technical implementation.
2. Requirements & Business Analysis Oversight
- Facilitate requirements workshops and stakeholder interviews across 25+ partners.
- Oversee indexing and documentation of EAP business processes.
- Ensure complete documentation of system requirements, business rules, and integration use cases.
- Validate reverse-engineered business logic from legacy COBOL system.
3. Architecture & Technical Governance
- Oversee analysis of the legacy COBOL mainframe system to identify:
- Undocumented functionalities
- Hidden business rules
- System interdependencies
- Guide architecture decisions with security as a foundational principle.
Ensure: - Secure API design
- Embedded encryption and access controls
- Secure coding practices leveraging Rust s memory safety features
- Define automated, auditable infrastructure provisioning architecture using Salt.
- Ensure support for complex green/blue deployment strategies with rollback capabilities.
- Govern documentation strategy using AsciiDoc and Antora within GitLab repositories.
4. Development & DevOps Oversight
- Ensure development is performed using Rust with secure coding standards.
- Enforce GitLab repository governance (branching, milestones, issue tracking, merge strategies).
- Oversee CI/CD implementation supporting:
- Automated testing
- Continuous integration
- Continuous deployment
- Security validation
- Ensure automated documentation pipelines.
- Oversee User Acceptance Testing (UAT) planning, execution, and defect resolution.
5. Infrastructure & Automation
- Lead automation strategy using Salt for:
- Infrastructure provisioning
- Configuration management
- Secure credential management
- Oversee provisioning of Development, UAT, and Production environments.
- Ensure one-touch deployments across environments.
- Guide Kubernetes and AWS integrations, contributing enhancements to open-source Salt extensions.
- Ensure logging, monitoring, auditability, and regulatory compliance in the cloud-native environment.
6. Deployment, Cutover & Hypercare
- Lead production cutover planning and execution.
- Oversee 4-week controlled transition and stabilization period.
- Manage production hypercare support, incident triage, and issue resolution.
- Ensure successful knowledge transfer to OIT application team.
- Validate operational readiness for long-term support.
Required Qualifications:
- 10+ years of IT experience with at least 5+ years leading large-scale application modernization programs.
- Proven experience managing legacy system transformations (Mainframe/COBOL modernization preferred).
- Strong experience delivering cloud-native applications (AWS or equivalent).
- Experience leading DevOps-driven projects with CI/CD pipelines.
- Demonstrated expertise in infrastructure automation and configuration management tools (Salt preferred).
- Experience managing complex green/blue or zero-downtime deployments.
- Strong understanding of secure software development lifecycle (SSDLC).
- Experience in regulated environments requiring auditability and compliance.
- Excellent stakeholder management and executive communication skills.
Preferred Qualifications
- Experience with Rust or modern systems programming languages.
- Experience with GitLab repository management and CI/CD.
- Knowledge of Kubernetes-based deployments.
- Experience contributing to open-source platforms.
- Government or public-sector project experience.
- Familiarity with AsciiDoc and Antora documentation frameworks.
