Responsibilities:
The Technical Writer/Editor is responsible for developing, editing, and refining high-quality, compliant, and persuasive proposal content in support of federal government contracting opportunities, as well provides support to leadership in developing and editing technical documentation unrelated to the proposal process. This position works closely with proposal team members, subject matter experts (SMEs), technical personnel, and corporate leadership to translate complex technical and operational concepts into clear, compelling, and evaluator-focused proposal narratives.
The Technical Writer/Editor supports the full proposal lifecycle, from solicitation analysis and content planning through final production.
Proposal Writing & Content Development
- Develops clear, concise, persuasive, and technically accurate proposal content in response to federal Requests for Proposals (RFPs), Requests for Quotations (RFQs), Requests for Information (RFIs), Sources Sought notices, task order requests, and other government solicitations.
- Translates technical, operational, management, and programmatic information provided by SMEs into cohesive, evaluator-focused narratives.
- Develops and refines content addressing technical approaches, management approaches, staffing, transition, quality control, risk management, past performance, corporate experience, and other proposal requirements.
- Tailors proposal narratives to demonstrate a clear understanding of customer requirements, challenges, mission objectives, and desired outcomes.
- Strengthens proposal content by clearly articulating discriminators, benefits, strengths, efficiencies, risk-reduction strategies, and value to the government.
- Interviews SMEs and technical personnel to obtain information necessary to develop complete and accurate proposal responses.
- Identifies content gaps, inconsistencies, unsupported claims, and areas requiring additional SME input.
Technical Editing & Quality Assurance
- Performs substantive editing, copyediting, and proofreading of proposal materials for clarity, accuracy, organization, readability, consistency, grammar, and professional presentation.
- Ensures technical concepts are communicated accurately while remaining understandable to both technical and non-technical evaluators.
- Improves narrative flow and eliminates redundant, vague, overly complex, or unsupported language.
- Ensures consistent terminology, acronyms, voice, formatting, and messaging across proposal volumes and sections.
- Verifies consistency between narrative content, graphics, tables, staffing information, resumes, past performan ce references, and other proposal components.
- Reviews final proposal materials for typographical, grammatical, formatting, numbering, cross-reference, and consistency issues.
Solicitation Analysis & Compliance
- Reviews and analyzes federal solicitations, amendments, attachments, Statements of Work (SOWs), Performance Work Statements (PWSs), Statements of Objectives (SOOs), and related documentation.
- Interprets proposal instructions, evaluation criteria, technical requirements, and submission requirements.
- Writes and edits content to align directly with solicitation Sections L and M, or equivalent instructions and evaluation criteria.
- Supports development and maintenance of compliance matrices, proposal outlines, content plans, and response templates.
- Ensures assigned proposal sections address all applicable solicitation requirements and evaluation factors.
- Assists in incorporating solicitation amendments, government questions and answers, and other changes into proposal content.
- Flags potential compliance issues, conflicting requirements, missing information, and proposal risks for the Proposal lead.
Proposal Development & Collaboration
- Collaborates with Proposal Team, Business Development personnel, solution architects, technical SMEs, program managers, recruiters, HR, contracts, and leadership.
- Participates in proposal kickoff meetings, solutioning sessions, storyboarding, content reviews, and proposal status meetings.
- Works with contributors to establish clear win themes, discriminators, proof points, and customer-focused messaging.
- Integrates content from multiple authors into a unified proposal with a consistent voice and logical narrative.
- Incorporates reviewer comments and adjudicated feedback throughout iterative proposal drafts.
- Supports color-team reviews, including Pink Team, Red Team, Gold Team, and final quality-control reviews, as applicable.
- Assists authors and SMEs in improving proposal-writing techniques and developing content that responds directly to government evaluation criteria.
Proposal Management Support
- Manages assigned writing and editing tasks in accordance with established proposal schedules and deadlines.
- Tracks open items, content gaps, SME questions, and required revisions.
- Maintains version control and document integrity throughout the proposal-development process.
- Supports development and maintenance of reusable proposal content, boilerplate, corporate capabilities, past performance narratives, resumes, and other proposal library materials.
- Assists with final proposal production, formatting, quality control, and submission readiness as required.
- Supports multiple concurrent proposal efforts while adjusting priorities based on deadlines and business needs.
Technical Writing and Editing
- May provide support outside the proposal process in translating technical, operational, management, and programmatic information provided by leadership and SMEs into cohesive documents.
Qualifications:
- Able to obtain and maintain a Public Trust (ship required).
- Must be able to successfully pass a comprehensive background check.
- Demonstrated experience developing and/or editing responses to federal government solicitations.
- Strong understanding of proposal compliance and the relationship between solicitation requirements, proposal instructions, and evaluation criteria.
- Demonstrated ability to translate complex technical concepts into clear, concise, persuasive written content.
- Exceptional command of English grammar, punctuation, syntax, spelling, and professional business writing.
- Strong substantive editing, copyediting, and proofreading skills.
- Ability to synthesize information obtained from multiple sources and SMEs into cohesive proposal narratives.
- Demonstrated ability to work effectively under tight deadlines and manage multiple competing priorities.
- Strong interpersonal skills and ability to collaborate effectively with technical SMEs, proposal personnel, and senior leadership.
- Advanced proficiency with Microsoft Word, including styles, formatting, tables, Track Changes, comments, and document comparison.
- Proficiency with Microsoft Office/Microsoft 365 collaboration tools.
- Must be proficient in Microsoft Office 365 (Word, Excel, PowerPoint, Outlook, Teams) and comfortable with Adobe Connect or comparable virtual-classroom platforms.
Preferred Qualifications:
- Experience supporting proposals for civilian and/or Department of Defense agencies.
- Familiarity with the Federal Acquisition Regulation (FAR) and federal procurement processes.
- Experience working with Shipley or similar structured proposal-development methodologies.
- Experience participating in formal proposal color-team reviews.
- Experience developing technical, management, staffing, transition, quality control, and past performance proposal sections.
- Experience supporting IDIQ, GWAC, BPA, and task order proposal responses.
- Experience with proposal collaboration and management platforms such as SharePoint, Microsoft Teams, or similar systems.
- APMP certification or related proposal-management training is a plus.

The position requires the ability to distinguish between simply describing a technical solution and writing to win - clearly connecting the proposed approach to the government''s requirements, evaluation criteria, mission objectives, risks, and expected benefits.
Education:
- Bachelor’s degree in English, Communications, Journalism, Technical Writing, Business, Information Technology, or a related field; equivalent directly relevant experience may be considered.
