Senior Spectrum Subject Matter Expert (SME)

Mindbank Consulting Group has an immediate need for a Senior Spectrum Subject Matter Expert (SME) to support the modernization of a mission-critical federal spectrum management system used by the National Telecommunications and Information Administration (NTIA) and federal agencies. This position requires someone who can contribute immediately as a recognized Spectrum SME with minimal ramp-up. This is a two-year contract with a salary range of $140K - ~$160K with comprehensive benefits offered. 

About the Work Location: 

• Candidates must reside within commuting distance of Washington, DC; no exceptions.
• Work is primarily performed from your home office.
• Periodic onsite attendance is required to support classified (high-side) environments, attend project meetings, collaborate with government stakeholders, and perform work that cannot be conducted remotely. 

This is not a traditional Business Analyst or Product Owner role. We are seeking an RF/spectrum professional with extensive hands-on experience designing and building radio systems that comply with NTIA Redbook requirements and support the federal spectrum certification process. 

The ideal candidate has broad engineering experience across radar, terrestrial communications, satellite, and space systems and will serve as the technical authority helping federal agencies, contractors, and manufacturers build compliant spectrum systems. The incumbent will also work closely with engineers, government stakeholders, and software developers to modernize EL-CID Online, translating complex spectrum engineering requirements into functional system capabilities while supporting Agile development, production support, and user training. 

RESPONSIBILITIES 

• Use EL-CID Desktop to determine current functionality.
• Work with the System Review Branch Chief, engineers, and government stakeholders to determine functionality to be migrated from EL-CID Desktop to EL-CID Online.
• Write functional requirements and defects as JIRA stories and bugs with detailed acceptance criteria.
• Prepare for and facilitate pre-IPT meetings to decompose high-level epics into detailed user stories.
• Own the functional product backlog and participate in Integrated Project Team (IPT) meetings to present requirements and assist with prioritization.
• Work closely with software developers to ensure requirements are fully understood and implemented correctly.
• Validate and test new functionality following development.
• Serve as the Subject Matter Expert for spectrum systems, RF engineering, and federal frequency assignments.
• Assist federal agencies, contractors, and manufacturers in building compliant spectrum systems and resolving NTIA compliance issues.
• Provide production support by troubleshooting system issues and assisting users with spectrum-related questions, files, and compliance errors.
• Recommend business and technical solutions to satisfy mission requirements.
• Prepare technical documentation for spectrum engineering audiences.
• Develop mock-ups, flow diagrams, models, and feasibility studies to support solution design.
• Develop user documentation, specification sheets, training materials, PowerPoint presentations, and instructor-led training for government users.
• Generate agendas, facilitate bi-weekly meetings regarding Import/Export and SSRF interoperability changes, and produce meeting minutes.
• Review and validate updates to user manuals following each Agile sprint.
• Work independently while collaborating effectively with engineers, government stakeholders, and Agile development teams.

 REQUIRED QUALIFICATIONS 

• U.S. Citizenship required.
• Active Secret security clearance required.
• Recognized Spectrum Subject Matter Expert (SME) through advanced education and extensive professional experience.
• 10 years of experience with electromagnetic spectrum management and the federal frequency assignment process.
• Bachelor''s degree in Engineering, Electrical Engineering, Physics, Computer Science, or a related technical discipline, or an equivalent combination of education, spectrum training, and 10+ years of relevant spectrum experience.
• 10 years of hands-on experience designing and building RF/radio systems that comply with NTIA Redbook requirements and support successful federal spectrum certification.
• 10+ years of experience working with RF system parameters for radar, terrestrial communications, satellite, space, antennas, transmitters, and receivers.
• 8 years of experience preparing technical documentation.
• 5 years of hands-on experience using EL-CID Desktop.
• Thorough understanding of the NTIA Redbook and Table of Frequency Allocations (TOA).
• Ability to assist federal agencies, contractors, and manufacturers in designing compliant spectrum systems and preparing spectrum requests for NTIA review. 

PREFERRED QUALIFICATIONS 

• Experience preparing DD1494 spectrum certification packages.
• Experience with the Department of the Navy StepStone system.
• Knowledge of Standard Spectrum Resource Format (SSRF).
• Experience with JIRA and Confluence.
• Knowledge of XML, XSD, and XSLT.
