We are seeking a Development Lead to join our team and support our clients in the Washington DC-Baltimore area. The ideal candidate will be responsible for providing design recommendations based on long-term IT organization strategy and viewed both internally and externally as a technical expert and critical technical resource across multiple disciplines.

*This position is contingent upon contract award.

Essential Duties and Responsibilities:

  • Drive continuous improvement in development processes
  • Develops enterprise level application and custom integration solutions including major enhancements and interfaces, functions, and features
  • Uses a variety of platforms to provide automated systems applications to customers.
  • Provides expertise regarding the integration of applications across the business
  • Determines specifications, then plans, designs, and develops the most complex and business critical software solutions, utilizing appropriate software engineering processes either individually or in concert with a project team.
  • Assist in the most difficult support problems
  • Develops programming and development standards and procedures as well as programming architectures for code reuse
  • Researches and maintains knowledge in emerging technologies and possible application to the business
  • Oversee design, development, testing, and deployment activities
  • Support Agile sprint execution and backlog management
  • Collaborate with architecture and DevOps teams
  • Ensure seamless system integrations and API functionality

Work Experience and Job Skills:

  • Minimum 10 years of experience in software development, with at least 5 years in a technical leadership role
  • Demonstrated experience leading development teams supporting enterprise-scale, high-availability applications
  • Strong experience with modern programming languages and frameworks (e.g., Java, .NET, Spring Boot, RESTful services)
  • Proven experience designing and developing API-driven and microservices-based applications
  • Demonstrated experience integrating with external systems and data sources (APIs, batch processing, data exchanges)
  • Experience implementing secure coding practices and compliance with federal security standards
  • Demonstrated experience supporting Agile development environments (Scrum or SAFe)
  • Experience managing code quality, peer reviews, and automated testing practices
  • Familiarity with CI/CD pipelines and DevOps collaboration models
  • Experience supporting federal healthcare or CMS systems strongly preferred
  • Enthusiastic, proactive, positive attitude and high integrity
  • Excellent organizational skills, strong attention to detail and ability to effectively manage architectures supporting multiple users
  • Strong desire to mentor, coach team members while providing oversight for all aspects of relevant programs
  • Ability to think and act strategically and proactively approach projects and issues.
  • Able to work under pressure and to be flexible with changing priorities
  • Able to find innovative ways to solve problems
  • A genuine interest in looking for opportunities to add value and grow your area of responsibility

Education:

  • Bachelor''s Degree in Engineering, Computer Science, Information Systems, Business, or other related discipline required.

Certificates, Licenses and Registrations:

  • Any related technical certifications are desired.

Communication Skills:

  • Excellent written and verbal communication skills.
  • Strong communication skills with the ability to work with all levels of the organization on architecture decisions, risks, and recommendations.
  • Ability to convey technical information to non-technical individuals.
  • Demonstrated experience communicating effectively across internal and external organizations.

Travel:

  • This position is primarily remote with occasional on-site meetings in the Washington DC - Baltimore Area

Environmental Requirements:

  • Mainly sedentary; in an office environment.
  • May be required to lift to ten (10) pounds.
  • Flexible in working extended hours.
