• This is an excepted-service, Defense Civilian Intelligence Personnel System (DCIPS) position under Title 10, U.S.C.
• Incumbent is required to perform infrequent TDY (JTR. Vol. 2), traveling by regularly scheduled passenger flights on military or civilian aircraft, in performance of duties.
• Previous experience as a COMSEC User or COMSEC Responsible Officer is highly desirable.
• Incentive for prior work or active-duty experience to determine leave accrual is being offered.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A)

INDIVIDUAL OCCUPATIONAL REQUIREMENT:

Experience:

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below.

EXPERIENCE REQUIRED:

Your resume must reflect quality level experience which demonstrates the possession of the knowledge, skills, abilities and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of creditable experience include extensive and comprehensive knowledge of an extremely broad range of Information Technology concepts, principles and standards, as well as intensive knowledge of a wide range of technical skills and practices. Technical knowledge and skills are obtained through training, certification, extensive outside reading and research, and intensive practical experience performing on the job. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

1. Knowledge of a wide range of communications security concepts, principles, and practices, procedures, policies, standards, and of operational and performance characteristics and secure voice equipment and in-line network encryption systems to evaluate devices, proposals and approaches, install, monitor, troubleshoot and restore complex secure voice and data systems and communications security equipment using standard test equipment.

2. Knowledge of network copper and fiber optic cabling and topologies, OSI seven layer reference model, IEEE 802 networking standards, Ethernet, Fast Ethernet, Gigabit Ethernet, 1Pv4, 1Pv6, TCP/lP, routers, switches, CSU/DSUs, Type I encryption devices, multiplexers, ISDN, digital signal circuits, ATM, performance optimization, cost/benefit comparison of available data communication technologies, and HV AC environmental considerations. Possess knowledge of lnternet access technologies and protocols, ISON, SMTP, FTP, HTTP, SSH, VPN, e-mail software, file transfer software, and web browsing software. Possess knowledge of remote access technologies such as current Windows Remote Access Server, communication servers, data compression, authentication and encryption.

3. Knowledge of current Windows Server and Exchange Server, including account administration, server optimization, network management, diagnostics and troubleshooting, fault tolerance, anti-virus and backup. Possess knowledge of network server hardware, including multiple processors, redundant disk arrays, and tape backup systems. Possess knowledge of web servers, database servers, and intelligence information systems. Possess knowledge of video teleconferencing systems.

4. Knowledge of Windows Workstation/Windows Server operating systems, PC hardware, industry standard office automation software, and PC peripheral equipment. Possess knowledge of PC diagnostics and repair, PC configuration management and upgrades. Possess experience with industry-standard helpdesk management software.

5. Knowledge of network and data security, physical security, password protection, Windows file and share permissions, account permissions and security restrictions, Windows operating system Security IDs, and domain security relationships. Possess knowledge of security defense-in-depth. NSA STIGs, DISA IA VA patches, DISA VMS, vulnerability scanners, patch management systems, virus protection, firewalls, proxy servers, Intrusion Detection Systems and PKJ. Possess knowledge of authentication, encryption, security auditing, network protocol analyzers/sniffers, VPN, and government security standards. Possess experience providing technical input for network accreditation packages end ensuring NISPOM/DIACAP compliance, and experience with external security evaluations.

6. Knowledge and experience with IT budgeting, technical solutions, acquisitions, inventory, warranty registration, software licensing, maintenance and technical support, system upgrades and equipment tum-in. Experience with documentation of networks, configuration management, and disaster-recovery plans. Experience providing budget recommendations for equipment, personnel and services; writing statements of work and government cost estimates for contracts. Ability to manage budget, manpower, equipment, time and other resources to accomplish organizational projects, and in the evaluation of technical and cost-proposals to meet mission requirements. Ability in oral and written communication. Possess mastery of written English and technical writing and ability to analyze information, prepare documents, and provide briefings to decision makers.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

SUMMARY CONTINUED: Specific responsibilities include day-lo-day oversight of all JPRA-W Information Technology (11) operations, computer security, and information assurance (IA) activities, management of all IT systems improvement projects and upgrades including planning, resourcing, and execution, and implementation of inventory/internal management control programs for all accountable and/or otherwise managed IT equipment. Additionally, this position is responsible for developing and coordinating IT operations policies, and liaison with internal and external voice and data network stakeholders. The position also encompasses the duties of the communications security (COMSEC) Responsible Officer (CRO). The CRO manages and implements all aspects of the JPRA-W communications security (COMSEC) program and is accountable for protecting and maintaining positive control over all JPRA-W assigned COMSEC equipment and cryptographic material.
