Role Overview
This position will support critical DOL operational functions focused on the development and optimization of DOL Data Warehouse (DW) System processes, respond to critical requests, and assist in transitioning legacy processes to the new NYS Unemployment Insurance System (UISIM).
Key Responsibilities & Day-to-Day Tasks
ETL & Data Warehouse Development:
Design, develop, support, and maintain complex Extract, Transform, Load (ETL) routines and data mining related to Fraud Detection/Improper Payment algorithms.
Implement ETL technical specifications across development, test, staging, and production environments.
Optimize and automate ETL data load jobs to improve performance and resolve data integrity issues.
Develop and maintain logical and physical dimensional data models for the data warehouse/data mart.
Software Development & Testing:
Write, test, and debug new and existing code based on program area knowledge and technical specs.
Write procedures, parameters, and specifications required to implement programs.
Develop unit, component, and program test plans.
Ensure application documentation is complete, organized, accessible, and compliant with office standards.
System Performance & Optimization:
Create solutions to enhance system availability and performance.
Troubleshoot, perform root cause analysis, and resolve platform and data loading issues.
Qualifications & Requirements
Mandatory Qualification Level
Skill Level: Expert (84+ Months of experience). Able to provide guidance to large teams, extensive industry experience, top of field.
Security & Confidentiality: Must sign a confidentiality agreement (exposure to private/sensitive data) and complete mandatory UI confidentiality training and NYS OER annual trainings.
Requested Qualifications
84 Months: Experience in ETL design and Data Warehouse development using SQL and PL/SQL programming.
84 Months: Experience developing dimensional data models for Cognos data analytics.
84 Months: Experience tuning SQL within an Oracle environment to improve timely and efficient query execution.
84 Months: Experience in UNIX Shell Scripting.
84 Months: Experience developing data analysis and metrics queries for operational oversight.
72 Months: ETL development experience in an Oracle environment using IBM DataStage.
60 Months: Experience working with PPI (Personally Identifiable Information) and SSA data security requirements (handling employee records in a State/Federal Agency or Private Organization) for error diagnosis, debugging, and code modification.
60 Months: Experience in programming and unit testing.
60 Months: Experience in program code documentation, mentoring, and assisting other developers.
84 Months: DataStage Administrator experience on AIX environments (implementing business rules, automating ETL code migration, stopping/starting services, monitoring logs, setting up security/roles/project permissions, environmental parameters, capacity planning, and platform issue resolution).
