Job Title: IOS- Android Software Engineer( EAD)

Each year, New Yorkers lose an estimated $6.5 billion to online and phone-based scams. The NYC Office of Technology and Innovation is redesigning the NYC Secure App and launching a city-wide campaign to protect residents — spanning scam call/text prevention, digital education, and victim support resources across Cybersecurity, 311, and Digital Equity programs.
About the role
The FAST team is seeking a Software Engineer to lead end-to-end technical execution of new features in the NYC Secure App (iOS and Android) and related digital resources. You will build scalable, privacy-first systems that integrate with existing NYC data services, city workflows, and web platforms — directly contributing to a product that protects millions of New Yorkers from financial harm.
What you''ll do
- Develop well-documented, testable, production-ready code across web and mobile platforms
- Design the core logic — in collaboration with an existing vendor — for the NYC Secure mobile app on iOS and Android to provide scam and spam protection for calls and texts.
- Build responsive, accessible frontend resource sites that deliver a consistent cross-browser, cross-device experience using the NYC Design System
- Develop technical bridges to route digital reporting data into existing city intake and reporting systems (including 311)
- Apply rigorous privacy-by-design and industry-standard security protocols to ensure all user data remains protected
- Write and execute unit tests in coordination with City Engineering leads
- Communicate technical decisions, needs, and priorities clearly to engineers, product managers, and designers in an agile, user-centered delivery team
- Participate in architecture reviews and contribute to technical strategy as requested by City Engineering leads
- Proactively seek feedback to ensure solutions align with business needs and best practices
Required skills & experience
- 9+ years software engineering Full-stack web development Responsive frontend development Git-based workflows Agile / story-based workflows Technical design & implementation docs Cross-functional team collaboration Strong written & verbal communication
- At least 4 years of experience as a software engineer or application developer
- Demonstrated experience building responsive, full-stack web applications.
- Experience collaborating with product designers on cross-functional teams to ensure excellent user experience
- Proficiency with Git-based development workflows
- Experience working in story- or kanban-based workflows (Azure DevOps, JIRA, Trello, or similar)
- Experience leading technical design and writing implementation planning documents
- Strong verbal and written communication skills — able to translate technical needs for non-technical stakeholders
Desirable skills & experience
- Design system integration iOS / Android development Privacy & security engineering Enterprise / legacy system integration
- Experience integrating with design system libraries (familiarity with the NYC Design System is a plus)
- Mobile application development experience on iOS and/or Android
- Experience building for privacy- and security-sensitive use cases, including modern encryption standards and privacy-by-design principles
- Experience working within large-scale organizational infrastructures or integrating software into legacy enterprise environments.
