Position Overview

We are seeking an experienced Business Analyst with expertise in Enterprise Asset Management (EAM), transportation systems, analytics, and business process improvement to support large-scale initiatives for the New York State Department of Transportation (NYS DOT). The ideal candidate will act as a liaison between business stakeholders, technical teams, and vendors to drive successful project delivery, system modernization, and operational efficiency.

Required Qualifications

Professional Experience

Extensive experience as a Business Analyst performing business process analysis, requirements gathering, and solution documentation for enterprise-level initiatives.
Proven ability to lead large teams and provide strategic guidance on complex business and technology projects.

Mandatory Experience Requirements

24 months of Enterprise Asset Management (EAM) experience supporting large-scale infrastructure environments with thousands of complex asset types across multiple program areas.
Minimum 2 years of experience working with Department of Transportation (DOT) systems, processes, and operations.
36 months of advanced Tableau Analytics experience creating dashboards, reports, and transportation-related data visualizations.
36 months of data migration experience involving legacy Microsoft Access databases and enterprise data warehouse platforms.
24 months of GIS experience supporting geospatial data analysis, mapping, reporting, and documentation.
84 months of experience with document management systems, including implementation, administration, and governance.
36 months of OBIEE requirements analysis experience translating business intelligence requirements into technical solutions.
84 months of Business Analyst experience producing functional and non-functional specifications in compliance with PM standards and SSDLC methodologies.

Technical Skills

Strong proficiency with:
- Tableau
- OBIEE
- GIS platforms
- Microsoft Office Suite (Word, Excel, PowerPoint)
- Microsoft Visio
Experience with business process modelling, data analysis, and enterprise reporting tools.

Education

Bachelor s Degree in Business Administration, Information Technology, Accounting, or a related field.
