Position Title: BEST Program Technical Environment Manager
Alternate Title: Technical Environment Manager / DevOps Developer

Worksite: One Ashburton Place, 9th Floor, Boston, MA 02108
Duration: Approximately 18–24 months
Contract Term: 11/01/2026 – 06/30/2027
Work Schedule: Monday–Friday, 37.5–40 hours/week
Work Model: Hybrid – Minimum 4 business days/month onsite; 2nd and 4th Tuesday are required onsite days, plus 2 additional flexible onsite days

Responsibilities for this position include, but are not limited to:

Manage and support technical environments for the BEST Program and its future-state HR/payroll system.

Manage application environments, system configurations, access, integrations, data refreshes, software upgrades, and operational readiness.
-
Monitor infrastructure, applications, batch jobs, system performance, service levels, and operational metrics.
-
Coordinate environment management activities across Commonwealth teams, system integrators, SaaS providers, vendors, and other delivery partners.
-
Support security and access management, including end-user security and system access requirements.
-
Coordinate testing, UAT, payroll parallel testing, implementation activities, production readiness, and post-go-live support.
-
Support integrations and monitoring across systems including SSO, Workday-related environments, Time Reporting, PrintShop, MOVEit, Mobius, and other connected applications.

Troubleshoot technical and operational issues, perform root-cause analysis, and coordinate resolution with appropriate technical teams and vendors.

Support data conversion, environment refreshes, configuration management, maintenance, and system upgrades.

Develop and maintain operational documentation, diagrams, procedures, ticketing information, and environment-related materials.

Support disaster recovery, backup, business continuity, and operational readiness activities.

Work within an Agile operational environment and coordinate activities across multiple technical and business partners.

Provide technical guidance and customer support throughout implementation, transition, and ongoing operations.
To be considered for this position, you should have:
-
Bachelor's degree in Computer Science, Systems Analysis, or a related field, or equivalent education/experience.
-
7+ years of overall IT experience.
-
3+ years of experience in operations architecture or technical environment definition.
-
Experience managing or implementing technical configurations and environments for projects of similar complexity.
-
Experience with system administration, monitoring, SaaS environments, and operational IT support.
-
Experience supporting all phases of technology implementation, including requirements, testing, integration, UAT, go-live, and post-go-live operations.

Experience with LAN/WAN/VPN and related network protocols.
-
Experience performing troubleshooting and root-cause analysis (RCA).
-
Experience working in a 24x7 operational environment and supporting multiple technical partners.

Experience with software/data workstreams involving data conversion, data exchange/integration/interfaces, security, and IT operational or systems support.

Experience managing systems in a SaaS IT environment.
-
Strong analytical, communication, documentation, and customer-service skills.

Ability to learn and work with new technologies and complex enterprise environments.

Experience working in an Agile environment.
Preferred Qualifications:
-
Experience with Workday HR/payroll, Workday user security, or Workday Prism.

Experience with HR/payroll applications and large-scale government IT implementations.

Experience transitioning legacy/on-premise environments to SaaS/cloud platforms.

Experience with audit, compliance, governance, configuration management, and operational controls.

Experience with Microsoft security technologies and/or Snowflake.
-
Experience managing multiple environments within a government or large enterprise IT organization.
Additional Requirement:
The selected candidate must be able to report onsite in Boston with little or no notice when required by the Commonwealth. Candidates must be located within reasonable proximity to the Boston worksite, as travel reimbursement is not provided. CORI and Massachusetts DOR tax compliance requirements apply.
