Overview We are seeking an experienced Oracle PPM / WACS Solution Architect to join a leading utilities organization supporting large-scale capital programs and asset management initiatives. This role will serve as the technical and functional lead across Oracle Project Portfolio Management (PPM) and Work & Asset Cloud Service (WACS), ensuring alignment with operational, financial, and regulatory objectives.
The ideal candidate will bring a strong blend of architecture leadership, Oracle Cloud expertise, and utilities domain experience, with the ability to drive end-to-end solution design, integrations, and long-term platform strategy.
Program Environment / Context This position supports a complex enterprise landscape leveraging Oracle Cloud (PPM/WACS) integrated with Azure, M365, GIS, and other operational systems. The organization is focused on optimizing capital planning, improving asset reliability, and enhancing field operations while maintaining compliance with utility regulatory standards.
Key Responsibilities - Define and maintain a multi-year architecture roadmap for Oracle PPM and WACS aligned to capital planning and asset management objectives
- Lead end-to-end solution design across project planning, budgeting, forecasting (PPM), and asset/work management (WACS)
- Design and implement integrations between Oracle Cloud, ERP, Azure services, GIS, and enterprise platforms
- Establish integration patterns using Oracle Integration Cloud (OIC), APIs, and event-driven architecture
- Conduct fit-gap analysis and guide enhancements, releases, and new module implementations
- Define data models and governance standards for project, asset, and work order data
- Partner with Engineering and Operations stakeholders to translate business needs into scalable solutions
- Provide architectural governance over system integrators and third-party vendors
- Ensure compliance with SOX and utility regulatory requirements
- Mentor functional and technical teams on best practices and solution standards
Required Technical Skills - 8+ years of IT experience, including 3+ years in a Solution or Enterprise Architect role
- Strong hands-on experience with Oracle PPM and WACS (Work & Asset Cloud Service)
- Proven experience leading at least one full lifecycle Oracle Cloud implementation
- Expertise in Oracle Integration Cloud (OIC), REST/SOAP APIs, and Azure services
- Deep understanding of project costing, budgeting, and capitalization processes
- Experience with asset lifecycle management and maintenance operations (EAM/WACS)
- Integration experience with Oracle Financials, Supply Chain, and GIS systems
- Strong knowledge of data architecture, governance, and enterprise integration patterns
Preferred Qualifications - Experience within the utilities or energy sector, including regulatory frameworks (SOX, TSA, etc.)
- Certifications such as:
- Oracle Cloud Infrastructure (OCI) Architect
- Oracle PPM / WACS Certification
- Microsoft Azure Solutions Architect Expert
- Strong stakeholder communication and leadership skills
