Summary

Program Data Manager

Oneida Technical Solutions, LLC (OTS) is seeking an experienced Program Data Manager to assist with program execution and financial analysis. In this role, you will regularly interface with company leadership, Program Managers, technical subject matter experts, and financial and budget staff to manage and track the program's execution status, gather information for Program Management Reviews, Funds & Manpower Reporting, contract deliverables (CDRLs) and ad hoc reporting requests. This role will be actively involved in document and quality control, facilitate understanding of the program's resource requirements, and ensure on-time delivery of quality CDRL submissions.

This is a remote position.

Duties & Responsibilities:
Performs Data Management Training, Data Calls, Data Release Requests, creates documents objects and uploads documents to SharePoint.
Performs Data Contract Requirement (CDRL) Management, logs and tracks deadlines and deliverables, performs template reviews, and acts as the technical template owner.
Experience managing and maintaining contract Data Accession Lists (DAL) for documentation and CDRLs, including creating submission letters in compliance with all formatting requirements
Serves as the monthly CDRL and DID reviewer as quality assurance for program submissions.
Performs Document Control Numbers (DCNs) assignment, database owner, document repository management & filing for knowledge items.
Initiate and set goals for programs according to the strategic objectives of the organization.
Develop or enhance programmatic data reporting, including assisting in the development of dashboards and program review templates. Monitor and report on data trends.
Prepare weekly reports for senior management, outlining program progress and issues.
Support Program Managers in preparation and template development for periodic program management reviews (PMRs), developing and managing content from assigned program managers.
Establish exceptional working relationship with customers and supplier counterparts.
  • Working with Programs, Finance and Contracts to track and maintain contract funding and obligated amounts, review monthly booking reports from Finance, financial-driven CDRLs such as Funds and Man Hours Reporting, burn-down charts, tracking and validation of Other Direct Costs (ODCs) and associated receipts per program status reporting deliverables.
  • Review travel expenses and confirm compliance with Defense Travel Regulations with respect to preparation of invoicing for reimbursement and financial CDRL reporting.

Minimum Qualifications
  • Bachelor's degree in a management or technical discipline, advanced degree a plus.
  • 5+ years supporting document management and CDRLs for Department of War contracts.
  • 5+ years of experience developing, managing, and publishing technical documentation in an enterprise environment.
  • Experience with quality data collection techniques.
  • Thorough understanding of project/program management techniques and methods.
  • Extensive knowledge of cost management techniques and tools, data analysis tools, and Key Performance Indicator (KPI) measurement and reporting.
  • Analytical skills and the ability to solve complex problems.
  • Particular attention to detail and quality control
  • Strong business acumen with a strategic mindset.
  • Strong user of MS office and project management software (e.g, MS Excel, Word, Project, PowerPoint, etc.).
  • Exceptional organizational, leadership and communication skills.

Preferred Qualifications
  • Experience supporting fixed price, time & materials/labor hour, and cost type contracts and associated financial reporting and understanding of Government regulations associated with the administration of each.

Experience working with IT professional services contracts.
