Functional Purpose
Supports the development, planning, execution and performance monitoring of a portfolio of enterprise level strategic initiatives.
DUTIES AND RESPONSIBILITIES
1. Supports the development of resource constrained project schedules tied to specific initiative outcomes, ensures adherence to corporate governance guidelines, monitors initiative implementation progress, identifies and escalates risks, supports the integration of execution plans across multiple functional areas, and provides continuing guidance throughout the
lifecycle of the initiative. Monitors cost, schedule, and outcome performance of a portfolio of initiatives to ensure the success of corporate strategies.
2. Supports leaders in the development and definition of enterprise goals and supporting strategies based on an assessment of future opportunities and threats to the Postal Service.
3. Conducts long-range economic, social, and technical analyses to support strategic planning efforts.
4. Collaborates with Headquarters, field managers, and field staff to translate corporate plans into effective business unit plans and initiatives by providing technical/planning assistance.
5. Maintains an awareness of interactions between the Postal Service and its external environment to ensure a thorough understanding of how Postal Service plans will be affected by the programs of federal agencies, major corporations, the communications industry, and the nation''s business community in general.
6. Designs and develops scenarios in support of the strategic management planning process.
7. Assists in the annual performance reporting and planning update process.
8. Provides technical advice, program guidance, and policy interpretation to Headquarters and field employees on strategic planning activities.
Qualifications/Requirements
1. Ability to monitor interactions in the external environment to determine how the Postal Service will be impacted by external business programs.
2. Ability to design and develop system goals, scenarios, and strategies to support the strategic management planning process.
3. Ability to develop, collect, and analyze data on trends and forecasting and conduct studies to determine the future environment of the Postal Service.
4. Ability to plan, manage, track and report on projects using software applications such as Visio, Microsoft Project, Excel, PowerPoint and Word.
5. Ability to communicate orally and in writing sufficient to provide technical advice, program guidance, and policy interpretation to various organizational levels.
