Overview

• We are seeking an experienced Project Manager (PM) with an active Top Secret clearance to lead the implementation of a OneStream Planning and Analytics solution in support of a government agency's Planning, Programming, Budgeting, and Execution (PPBE) modernization efforts.
• This role will be responsible for driving end-to-end delivery of a OneStream-based solution to automate and enhance PPBE processes, improve financial visibility, and support mission-critical decision-making. The ideal candidate brings a strong combination of program management, DoD financial processes expertise, and hands-on OneStream implementation experience.

Key Responsibilities

• Lead and manage the full lifecycle delivery of a OneStream implementation supporting PPBE automation.
• Serve as the primary interface with government stakeholders, providing program oversight, status reporting, and strategic guidance.
• Plan, coordinate, and execute project activities across cross-functional teams including functional, technical, and financial stakeholders.
• Develop and maintain integrated project plans, schedules, risk registers, and performance metrics.
• Ensure alignment with DoD PPBE processes, financial management regulations, and agency-specific requirements.
• Oversee solution design, configuration, testing, and deployment of OneStream modules for planning, budgeting, forecasting, and reporting.
• Identify and mitigate risks, resolve issues, and ensure timely delivery within scope, schedule, and budget constraints.
• Support change management, stakeholder engagement, and user adoption efforts.
• Provide leadership and mentorship to project team members and coordinate with subcontractors and partners as needed.

Required Qualifications

• Active Top Secret (TS) clearance.
• 10+ years of experience as a Project Manager supporting complex IT or financial system implementations.
• Bachelor's degree in Computer Science, Information Technology, Software Engineering, Data Science, or related STEM field
  • OR 8 additional years of relevant experience in lieu of degree.
• Demonstrated experience with DoD or USSOCOM PPBE processes.
• 2 3 years of recent, hands-on experience with OneStream (COTS Planning and Analytics platform) implementation.
• Proven ability to manage large-scale, cross-functional programs in a government or defense environment.
• Strong knowledge of financial planning, budgeting, and analytics systems.
• Excellent communication, leadership, and stakeholder management skills.

Preferred Qualifications

• Experience supporting DoD in Tampa or similar environments.
• Familiarity with federal financial management systems modernization initiatives.
• PMP or equivalent project management certification.
• Experience with Agile, hybrid delivery models, or DevSecOps environments.
• Background in enterprise performance management (EPM) or financial transformation programs.
