Description:
The Contractor shall function as an embedded communications partner to support MDOA leadership and MDOA''''s internal Communications unit. All deliverables shall adhere strictly to established agency brand guidelines, plain-language standards, and designated messaging templates.
Responsibilities:
Communications Planning & Executive Writing: Conduct research, writing, proofreading, and fact-checking for speeches, press releases, talking points, media collateral, and editorials adhering strictly to AP Style.
Social Media Management: Plan, draft, and schedule social media content utilizing agency platforms, specifically Canva and Hootsuite.
Website Maintenance: Update, develop, and maintain content across web pages utilizing Drupal and WordPress Content Management Systems (CMS).
Digital Outreach: Design and execute digital campaigns including emails, newsletters, landing pages, event communications, registration forms, and surveys, while maintaining contact distribution lists via Constant Contact.
Collateral & Accessibility: Produce graphical and written collateral primed for Section 508 accessibility compliance utilizing Adobe InDesign, Adobe Photoshop, and Microsoft Word.
Presentation Design: Construct and refine executive-level slide presentations utilizing Microsoft PowerPoint.
Public Relations & Media Engagement: Assist agency leadership in framing, coordinating, and drafting rapid-response communications for media inquiries.
Minimum Qualifications:
1. Professional Communications Experience:
The Offeror must possess at least five years of documented professional experience delivering comprehensive communications services, specifically including AP Style copywriting, proofreading, strategic communications research, media production, graphic design, and social media management.
2. Executive PR & Speechwriting Experience:
The Offeror must demonstrate formal experience in public relations, media engagement, and executive-level speechwriting.
3. Software & Platform Proficiency:
The Offeror must demonstrate the ability to independently navigate and utilize Microsoft Office (specifically Microsoft Word and Microsoft PowerPoint), Adobe Creative Suite (specifically InDesign and Photoshop), Canva, Hootsuite, Constant Contact, Drupal, and WordPress Content Management Systems (CMS). See Section 2.1 of this RFP for expectations about usage of these tools.
4. Infrastructure & Licensure Requirements:
The Offeror must possess a secure computer equipped with high-speed internet and HD video conferencing capabilities. The Offeror must maintain active, self-funded licenses for Microsoft Word, Microsoft PowerPoint, Adobe InDesign, and Adobe Photoshop. (Note.''''
