Job : Financial Business Analyst Child Support Services Applications

Location : Columbia, SC, USA

• Part of the Child Support Services Applications Team within the Department of Social Services (DSS)

• Responsible for developing and maintaining applications supporting the Child Support Services Division (CSSD), including:

  • PACSS (Palmetto Automated Child Support System)

  • SDNH (State Directory of New Hires)

  • Client Portal application

Responsibilities

• Report to the State Functional Manager and provide status updates on assigned tasks

• Work independently with minimal guidance to enhance user interface for financial areas of SC Child Support Application

• Collaborate with State Functional Manager and Business Analysts to identify improvements in PACSS

• Analyze existing workflows to identify inefficiencies and pain points

• Design optimized workflows for complex processes aligned with South Carolina business requirements

• Propose enhanced functionality for complex financial activities within PACSS

• Design self-guided workflows, including guided navigation, tooltips, contextual assistance for order entry and financial adjustments

• Create user-friendly features such as step-by-step wizards, contextual help, and automated guidance

• Conduct stakeholder interviews to understand South Carolina business processes

• Collaborate with other Business Analysts to develop test scenarios, test cases, and assist in testing activities

• Participate in functional meetings focused on user-reported issues, enhancements, and bug triage

Required Skills

• 5+ years as a Business Analyst

• 5+ years working with Child Support systems

• 5+ years experience with financial operations (receipts, distribution, disbursements, recoupment, reconciliation)

• 5+ years experience with workflow design and system enhancement

• 5+ years conducting stakeholder interviews

• 5+ years with SQL querying

• Bachelor s degree

Preferred Skills

• Experience with Microsoft Team Foundation Server (TFS) and Microsoft Test Manager

• Experience with Agile or Waterfall methodologies

• Preference for a degree in Finance or IT

Education

• Bachelor s Degree required (Preference: Finance or IT)
