Job Title: Business Analyst 3 – QA / Training
Work Location: Onsite – Austin, Texas
Job Summary
Seeking a senior-level Business Analyst 3 with strong expertise in licensing systems, application analysis, and quality assurance within a Texas state government environment. The candidate will consult on application analysis, troubleshoot system issues, support Agile delivery, and ensure licensing solutions meet compliance, usability, and business objectives. All work products are considered works made for hire and remain the property of TDA.
Key Responsibilities
- Consult on application analysis, troubleshoot system problems, and recommend solutions
- Perform business analysis and quality assurance for licensing systems, with deep understanding of the license lifecycle
- Create detailed user stories, define acceptance criteria, and perform manual testing
- Interact with end users to gather requirements, validate solutions, and ensure optimal user experience
- Provide QA consultation and oversight for projects, assignments, and special initiatives
- Develop and review test cases, manage change requests, and support scope, acceptance, installation, and deployment
- Coordinate analysis of program policies and procedures impacting automated systems
- Identify opportunities for process improvement and automation
- Coordinate with vendors and contractors, evaluate deliverables, and manage service requests
- Develop training curricula and conduct formal training sessions
- Maintain vendor relationships and review/approve monthly and annual invoices
- Follow all TDA policies and procedures
- Perform other duties as assigned
Minimum Requirements
- 8+ years performing senior-level business analysis
- 8+ years working in Agile environments, participating in all ceremonies and leading Refinement and Sprint Planning
- 8+ years using Azure DevOps, Jira, or similar tools
- Ability to work with limited supervision, exercising independent judgment
- Experience coordinating analysis of program policies and procedures affecting system functionality
- Experience working with vendors and contractors, including oversight and evaluation
- Proven ability to identify and propose automation-driven improvements
- Advanced experience providing complex QA consultation or oversight
- Experience reviewing complex deliverables such as charters, design docs, test plans, and risk assessments
- Experience developing and reviewing test cases and managing change requests
- Experience developing and delivering formal system training

- Previous experience working with Texas Department of Agriculture (TDA) systems
