Project Overview
A public-sector organization is seeking a Consultant-Level Business Analyst / Technical Writer to support the planning and execution of a fast-paced information security assessment program spanning multiple state agencies.
This program focuses on identifying risk, measuring compliance, and providing actionable reporting and monitoring insights to executive leadership and participating agencies. The Business Analyst will support program execution, quality assurance, and documentation in close collaboration with the Program Manager.
Position Overview
The Business Analyst Project Lead will be responsible for ensuring the quality, consistency, and accuracy of program deliverables, while documenting plans, procedures, progress, and outcomes of the statewide information security assessment initiative.
This role requires strong technical writing, documentation management, and stakeholder communication skills within a regulated, compliance-focused environment.
Program Scope Includes
Assessment of statewide shared services and common security controls
Assessment of agency-owned services and security controls across participating agencies
Tracking assessment progress and resolving issues
Documenting and presenting assessment findings to agency and executive leadership
Tracking and reporting assessment results by agency, sector, and statewide metrics
Gathering requirements and recommendations for program improvement
Developing policies, plans, processes, and procedures for a statewide information security program
Key Responsibilities
Provide status reporting for operational support tasks and related activities
Identify and document metrics and key performance indicators (KPIs)
Create, manage, and maintain program documentation including policies, plans, SOPs, process flows, desk manuals, and procedural guidelines
Review, edit, and standardize documentation submitted by internal teams and vendors
Monitor milestones, deadlines, and program deliverables
Apply change management, risk management, and resource tracking practices
Document meetings, directives, and significant communications
Develop and deliver professional program updates and reports to leadership
Communicate program strategy, direction, and changes to IT and business stakeholders
Track key project milestones and recommend schedule or resource adjustments
Utilize Microsoft Office tools extensively to support reporting and documentation

Strong schedule management and planning capabilities
Experience supporting regulatory or compliance-focused initiatives
5+ years of technical writing experience
Experience creating technical SOP documentation and visual diagrams in Visio
