Duties

Help

Responsible for directing the work of the subordinate employees and/or managers for multiple organizational units/projects/programs within the organization. Duties typically include: planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending, or approving corrective/disciplinary action, as appropriate.

Responsible for programming, executing, and supervising engineering design, construction, installation and/or ongoing engineering support of facilities, systems and technical policies and procedures in the NAS. Exercises broadly delegated authority for planning, directing, coordinating, administrating and executing many routine and complex projects/programs. Manages multiple subordinate organizations consisting of engineers and other technical and administrative personnel.

Works with other employees and managers within Engineering Services and those in the Air Traffic Organization at all levels to discuss project/program status and future plans for the NAS. External contacts include state and local government organizations, major contract organizations and aviation interest groups.

Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for multiple organizational units/projects/programs. Manages budget, and either reallocates resources among organizational units/projects/programs or request additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements.

Applies an advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the organization.

Supports the NAS by providing capital improvements, life-cycle support, restoration assistance, system integration, and engineering, consulting and advisory services for facilities and systems within the National Airspace System.

Reports directly to the Manager, Engineering Services.

Qualifications

To qualify for this position you must have a degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum;

OR (2) include differential and integral calculus and courses (more advanced that first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics

OR A combination of education and experience that furnished: (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, AND (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (for example, holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree).

In addition to the basic qualification requirements, you must also demonstrate in your application that you posses at least one year of Specialized Experience equivalent to FV-J, GS/FG-14 in the Federal Service.

Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position. Specialized experience include: Work experience in any discipline of professional engineering with emphasis on project management skills and experience providing supervisory expertise in the management of an aviation organization.

If you have never held a position on the Engineering (0800) series with the FAA, you must provide a copy of your college/university engineering transcript or copy of engineering diploma or other proof by closing date. If qualifying based on education and if selected, official transcripts will be required prior to appointment.
