Senior Program Manager to work in our
Washington, DC - Hybrid office.
Please Note: This position is contingent upon contract award. ECS is seeking a Senior Program Manager to serve as the overall program leader for the SEC's Infrastructure Support Services (ISS2) contract - one of the most high-profile IT infrastructure programs in the federal financial regulatory space. This is not a seat-warming PM role. The SEC is in the midst of a strategic transformation - accelerating cloud adoption, integrating AI and automation into operations, and modernizing a legacy IT environment that supports one of the most critical agencies in the federal government. You will be the single point of accountability for a 200+ person program delivering across data centers, network operations, end-user computing, cloud infrastructure, and emerging AI capabilities.
As the Senior Program Manager, you own the contract's performance, its people, and its future. You will interface directly with senior SEC leadership and set the strategic direction for how ECS delivers and evolves this program. The SEC expects its support contractor to be a modernization partner - not just a service provider - and you will be the person who makes that vision real. You will drive the adoption of automation to reduce operational costs, champion AI-enabled service delivery, and ensure every team under your leadership is pushing the environment forward while maintaining the reliability and security the SEC demands.
This role requires a leader who has successfully managed large-scale IT programs through transformation - someone who doesn't just manage scope, schedule, and budget, but who fundamentally improves how the program operates. You will be expected to bring innovative ideas, build a culture of continuous improvement, and hold your leadership team accountable for driving measurable modernization outcomes alongside traditional SLA performance.
General Description of Benefits
Required Skills - 10+ years of progressive experience managing large-scale IT infrastructure and operations programs, including at least 8 years managing programs with 200+ personnel
- Demonstrated track record of leading a major IT program through a significant transformation or modernization - not just maintaining steady-state operations
- Experience managing federal government service delivery contracts with direct government client interface at the executive level (CIO, Deputy CIO, or equivalent)
- Proven ability to drive adoption of automation, cloud migration, or AI/ML initiatives within a large operational program
- Strong financial management skills - P&L ownership, EAC/ETC management, and demonstrated ability to improve program profitability while reinvesting in modernization
- Experience managing multi-discipline technical teams spanning data center operations, network operations, end-user computing, cloud engineering, and service desk functions
- Track record of measurably improving program performance - SLA achievement, customer satisfaction, incident reduction, or operational efficiency - through leadership and innovation
- PMP certification required; ITIL Expert or Managing Professional strongly preferred
- Excellent written and verbal communication skills with the ability to present to C-suite and senior government leadership
- Active Secret clearance or ability to obtain; U.S. citizenship required
- Bachelor's degree in Information Technology, Business Administration, Engineering, or related field. Master's degree strongly preferred. Equivalent combination of education and 15+ years of progressive program management experience accepted.
Desired Skills - Experience managing IT infrastructure programs at federal financial regulatory agencies (SEC, CFTC, FDIC, Treasury, or similar)
- Experience leading AIOps, intelligent automation, or AI/ML integration initiatives within an IT operations program
- PgMP (Program Management Professional) certification
- Experience with FinOps and cloud cost optimization at the program level
- Knowledge of federal IT modernization mandates (Cloud Smart, Zero Trust, EO 14028, FITARA)
- Experience managing through a contract transition-in, including standing up new teams and establishing governance
- MBA or Master's degree in a relevant field
