Position Overview
The Client is undertaking a large-scale initiative to modernize its unemployment insurance systems for Benefits, Tax, and Appeals operations. The goal is to improve service delivery, operational efficiency, system security, and program integrity while enabling scalable cloud based digital services for claimants, employers, and agency staff.
The role will coordinate technical and operational readiness across multiple workstreams including system development, testing, data migration, readiness validation, and organizational change management. The Program Manager will also support executive decision making by monitoring risks, managing dependencies, and ensuring governance processes are followed.
Key Responsibilities
Program and Project Management

  • Lead planning, execution, and monitoring of the modernization program aligned with Client goals.
  • Coordinate work across Benefits, Tax, and Appeals modernization teams and vendor groups.
  • Develop and maintain integrated schedules, milestones, and risk mitigation plans.
  • Track delivery of key activities including testing, user acceptance testing, data migration, security testing, and production readiness.
  • Manage dependencies across vendors, internal teams, and compliance requirements.
  • Track and report program budget performance.

Vendor Oversight and Delivery Coordination

  • Serve as primary coordination point between Client leadership, technology authority, and implementation vendors.
  • Monitor vendor progress and drive resolution of issues, defects, and risks.
  • Support accelerated delivery approaches including AI assisted development and testing initiatives.
  • Facilitate issue escalation and cross team coordination.

Readiness and Compliance Management

  • Coordinate readiness activities required under federal unemployment insurance guidance.
  • Ensure completion of key readiness items including end to end business validation, data reconciliation, interface certification, performance testing, and training validation.

Governance and Stakeholder Engagement

  • Present project status updates and risks to Client leadership.
  • Support governance forums including steering committees and executive review groups.
  • Facilitate status meetings and executive briefings.
  • Track decisions, action items, and scope priorities.

Implementation and Deployment Planning

  • Coordinate implementation readiness activities including data migration, testing cycles, security validation, and performance testing.
  • Support go live planning including cutover, rollback planning, and stabilization.

Organizational Change and Operational Readiness

  • Coordinate with business units to ensure operational readiness.
  • Support training programs and end user readiness activities.
  • Ensure operational workflows align with the new system.
  • Support adoption of new processes and technology.

Required Qualifications

  • Bachelor degree in information systems, business administration, computer science, or related field.
  • 10 plus years of experience managing large scale IT modernization or enterprise system implementation projects.
  • Experience managing government or public sector technology modernization initiatives.
  • Experience working in multi vendor environments and governance frameworks.
  • Strong knowledge of Agile or hybrid delivery methodologies.
  • Experience with system testing, data migration, and implementation planning.
  • Experience with cloud or enterprise platform implementations.
  • PMP, PMI ACP, or similar certification required.
  • PgMP certification required.

Work Environment
This is a contract based role supporting a public sector client. The Program Manager will collaborate closely with leadership, stakeholders, and vendor teams to deliver the modernization program successfully.
