Description:

IBSS is seeking a mid-level Training & Communications Specialist to support technology modernization and workforce readiness for the Department of Defense Education Activity (DoDEA). This position develops practical training materials and clear communications that help employees understand changes, learn new processes, and confidently use enterprise systems.

Working with the training lead, technical subject matter experts, and Government stakeholders, you will develop assigned learning products, facilitate training sessions, support change communications, and track participation and effectiveness. The position emphasizes hands-on content development, coordination, and delivery.

Key Responsibilities

  • Develop training materials: Create and update presentations, learning modules, facilitator guides, step-by-step instructions, quick-reference guides, and short instructional videos tailored to specific employee roles.

  • Translate technical information: Work with subject matter experts to turn system functionality, business processes, and technical documentation into clear, practical learning content for adult audiences.

  • Support training delivery: Facilitate virtual training, demonstrations, and question-and-answer sessions; prepare materials and guidance that enable Government staff to deliver training independently.

  • Develop communications: Draft and edit announcements, stakeholder updates, frequently asked questions, and SharePoint content explaining what is changing, when it is happening, and what employees need to do.

  • Coordinate learning activities: Maintain training schedules and participant records, track completion, and prepare status updates identifying outstanding training needs.

  • Evaluate and improve content: Develop knowledge checks and practical exercises, gather participant feedback, and revise materials to address learning gaps and approved system or process changes.

  • Maintain accessible, reusable resources: Organize training and communications materials in Government-designated repositories, maintain editable source files and version control, and apply Section 508 accessibility requirements.

Required Qualifications

  • Must have a Secret or Top-Secret security clearance.

  • Three (3+) years of relevant experience developing training, instructional materials, or employee-focused communications.

  • Bachelor's degree in instructional design, education, communications, organizational development, or a related field.

  • Demonstrated application of adult learning principles and instructional design methods to develop learning objectives, practical activities, and assessments.

  • Strong writing, editing, and presentation skills, including the ability to explain technical information clearly to nontechnical audiences.

  • Experience facilitating virtual learning sessions and collaborating with subject matter experts to validate content.

  • Proficiency with Microsoft Word, PowerPoint, Excel, and Teams, along with experience organizing or publishing content in SharePoint or a comparable platform.

  • Familiarity with accessible document and presentation development and Section 508 requirements.

Preferred Qualifications

  • Experience supporting federal agencies, DoD organizations, K–12 education systems, or enterprise software implementations.

  • Experience using e-learning authoring, screen-recording, or video-editing tools to produce self-paced learning materials.

  • Experience supporting change management, train-the-trainer activities, or data and technology literacy initiatives.
