- Prepare government cost estimates, perform price analyses, and negotiate non-complex modifications with contractors.
- Maintain the Resident Management System (RMS), or equivalent construction administration system of record, which includes setting up contracts, tracking construction progress, submittal registers, and monitoring milestone dates.
- Process monthly and final contract progress payments, verifying schedule of payments and quantity overruns/underruns to ensure correct cost accounting.
- Review and coordinate contractual performance compliance, including certified payrolls and wage rates, submittals, schedules, shop drawings, value engineering proposals, and property transfer records between government and contractors.
- Prepare and assemble contract modification documentation utilizing the Standard Procurement System (SPS/PD2) or equivalent contracting system of record for Administrative Contracting Officer (ACO) or Procuring Contracting Officer (PCO) execution.
- Manage contract files and provide Resident Management System (RMS) /electronic contract administration training to staff and contractors.
- Support contract administration by coordinating formal contract close-out procedures, establishing small service and materials testing support contracts, and participating in pre-construction conferences.
- Manage funds retained for liquidated damages or violations against monthly and final contract payments.

Specialized Experience: One year of specialized experience which includes 1.) Assisting with the preparation of independent government estimates (IGEs), price analyses, and contract modification documentation for civil construction projects; 2.) Maintaining and managing project data, milestone schedules, quality assurance records, and contractual documentation in an automated construction management database (such as the Resident Management System - RMS or equivalent); 3. ) Inputting, maintaining, and tracking project data, milestone schedules, and quality assurance records in automated construction management databases (such as RMS or equivalent); 4.) Reviewing contractor pay requests, verifying quantity calculations against the schedule of values, and preparing monthly progress payment packages; 5.) Performing contract closeout procedures, including the verification that all requirements have been met in accordance with contract specifications; and/or 6) Utilizing the Standard Procurement System (SPS/PD2) or equivalent electronic contracting system of record to prepare and assemble contract modification documents for Administrative Contracting Officer (ACO) or Procuring Contracting Officer (PCO) signature. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
