Data Migration

The supplier must provide all necessary services, tools, and expertise to:

Perform a detailed assessment of the current SmarTeam data model and configurations.

Extract metadata, documents, vault content, and relationships.

Perform data cleansing and transformation.

Support the mapping of data to the US enclave PTC Windchill target data model.

Support the validation, integrity checks, and error handling.

Support dry runs and final migration.

Produce documentation and provide knowledge transfer.

The Service Provider undertakes to comply with all of the requirements described below.

Technical qualifications

Suppliers must demonstrate expertise in: ENOVIA SmarTeam V5, Oracle 12c, SQL Server, data migration tools, and ETL pipelines. The solution must support vault extraction, metadata extraction, BOMs, relationships, and file dependency tracking. All tools used must be capable of operating under export-controlled constraints.

• Requirements for deliverables

A deliverable is any measurable, tangible, or verifiable result or document that results from the completion of a part of a project or the project itself.

For each phase, a deliverable production schedule is drawn up, identifying the deliverables and activities, responsibilities, and resources to be mobilized.

Each delivery is accompanied by a Delivery Note listing all deliverables. The set of documents and software modules will be delivered on computer media.

All software components are delivered on computer media with documented source programs, test programs, associated technical documentation, and all scripts and tools needed to regenerate, install, configure, and operate the implemented solution, as well as the report analyzing the factory tests performed by the Service Provider, detailing the test plans and analysis of the test results.

• Specific requirements

Supplier qualifications

Proven experience with SmarTeam migrations, ITAR-secure operations, and PLM data transformations. Suppliers must provide references for at least two similar projects.

ITAR / CUI Compliance Requirements

The supplier must comply with ITAR (22 CFR 120-130) and CUI handling procedures. Personnel assigned must be US Persons. All services must be performed inside the United States. Data transfer must occur using approved secure channels. The supplier shall maintain full audit trails and ensure encryption at rest and in transit.

Proposal Format

Proposals must include: methodology, project plan, resource profiles, ITAR compliance proof, toolset description, pricing model, risk analysis, and assumptions.

The Service Provider shall provide a Service Quality Plan (SQP).

The SQP shall specify the services to be provided, their criteria for acceptability and compatibility with objectives, the frequency and form of reports, and any associated penalties.
