Scope of Work This Statement of Work is for an individual who demonstrates expert knowledge in Business Analyst practices. Under limited supervision, the contractor will identify business requirements, problems, and issues, and make recommendations using
Adobe Experience Manager (AEM) and
OnBase to automate HR-related processes and transition to a paperless environment. The individual must also demonstrate expert knowledge in enterprise software such as
SAP (with an emphasis on
SC Enterprise Implementation System (CLIENT)).
The individual will work with the five areas of Taxpayer and Business Services (TBS) on special projects using the agency's
integrated tax system,
SharePoint, and the
Microsoft Office Suite, serving as a liaison between business sides and technical teams.
Key responsibilities include:
- Documenting recommendations on improvements, expected benefits, and savings.
- Working across application and agency teams to understand data requirements.
- Producing design documentation for support procedures, guidelines, and checklists.
- Adhering to federal confidential data standards, IRS Publication 1075, and CLIENT Information Security policies.
Daily Duties & Responsibilities - Works closely with Deputy Director and Division Administrators on time-sensitive requests for data, information, administrative tasks, and operational advice.
- Works closely with Security and Technology Services staff and Human Resources.
- Analyzes and evaluates existing policies, programs, plans, systems, operations, procedures, and documents to develop improvements in efficiency, effectiveness, and productivity.
- Develops test scenarios and executes them for correctness to ensure desired results are achieved.
- Effectively interacts and communicates with peer to Director-level professionals.
- Provides feedback to teams regarding business requirements, enhancements, and new features.
- Asks pertinent questions and proactively seeks to identify, communicate, and implement process-related improvements.
- Effectively manages multiple tasks concurrently and provides periodic status updates to key stakeholders.
- Collaborates extensively with peers and management to resolve issues while actively contributing to institutional knowledge.
- Prioritizes issues and manages resolution within accepted service levels, taking ownership and providing timely updates.
- Demonstrates strong customer service skills, attention to detail, and responsiveness to customer tickets.
- Troubleshoots, recommends options, and develops workaround solutions as appropriate.
- Serves as a liaison between technical teams and business units.
- Escalates complex problems to other groups, TBS Management, or IT Help Desk.
- Adheres to corporate information security guidelines and promotes security awareness.
- Mentors and leads junior staff members.
- Performs other duties and special projects as assigned.
Required Skills - 6+ years of experience with SAP CLIENT functions and processes.
- 6+ years of experience as a Business Analyst.
- 6+ years of experience with MS Excel.
- 6+ years of experience with SharePoint.
- 6+ years of experience with process improvements and establishing tracking and performance metrics.
Preferred Skills - Experience with COTS Programs.
