Job Description:
The client is seeking a senior-level Systems Analyst with extensive Texas public sector experience to provide high-level functional support and advanced reporting for the state''s CAPPS (PeopleSoft HCM v9.2) HR and Payroll modules.
The ideal candidate will independently translate complex business requirements into technical specs, build optimized reports (using Query Manager and BI Publisher), manage system configurations, and guide more than 100 state agencies through upgrades, legislative changes, and year-end processes.
Key Responsibilities:
• Performing highly advanced (senior-level) consultative services and functional assistance work related to supporting the CAPPS Program.
• Responsible for functional CAPPS HR/Payroll Time and Labor (T&L) module subject matter expertise, including, but not limited to: Module Ownership and Expertise, Production Support and Issue Resolution, Configuration and Maintenance, Business Process Leadership, Change Management and Enhancements, Testing (Functional and UAT coordination), Integrations Oversight, Compliance and Policy Alignment, Training and User Support, Reporting and Analytics, and Release Management and Patch Release.
• Responsible for functional configuration skills, including, but not limited to: TRCs, Programs, Workgroups, ORCs, Task Profiles, Task Groups, Schedules, Value List, Security Groups, and Building Time & Labor Rules and Rule Programs, including Rule Definitions.
• Responsible for implementing and supporting Fluid timesheet functionality, including, but not limited to: Project Planning and Requirements Gathering, System Configuration in the Time & Labor module, Fluid timesheet setup, Security and roles, Integrations, Testing, Training and Documentation, Expansion and Change Management, and Ongoing support and maintenance.
• Responsible for technical skillsets for applicable tools, including, but not limited to: Understanding Application Designer (records, fields, pages, components), Integration Broker (Web Services, REST/SOAP Integrations), SQR and BI Publisher report customization, SQL Proficiency, and Understanding of PeopleSoft security, inclusive of State of Texas multitenancy requirements.
• Planning, designing, developing, implementing, supporting, and maintaining the information technology security measures to safeguard system information and monitoring all T&L batch jobs (tracking schedules, execution, detecting/responding to failures, validating output, managing dependencies, performance tuning, documentation, escalation, and altering schedules compliance).
• Responsible for tools and environment knowledge, including, but not limited to: PUM (PeopleSoft Update Manager) and Change Assistant, Fluid UI changes and page navigation, Lifecycle management and selective adoption, Elasticsearch/Search Framework, and Data migration and compare reports.
• Responsible for providing functional support for the CAPPS HR/PY application, and shall be a point of contact for CAPPS agencies as applicable.
• Responsible for the CAPPS HR/PY functional design phase, which includes creating and/or reviewing Functional Design Documents (FDDs), performing functional configuration system changes, and other functional activities assigned using delivered features (e.g., Page and Field Configurator, Drop Zones, Event Mapping, Page Composer, and others).
• Responsible for cross-functional collaboration, including, but not limited to: Strong problem-solving and troubleshooting, interpreting State of Texas HR policies into system configuration/code modifications, requirements gathering for break/fix or system enhancements, documentation, testing (UAT, regression testing), and incident management in systems like ServiceNow and BOSSDesk.
• Understanding and accounting for interdependence on legacy systems (SPRS, HRIS, etc.), providing structured cross-training to support junior analyst capability growth, and providing comprehensive training and support to agency personnel.
• Responsible for active project participation, including, but not limited to: Expansions that include additional module implementations or enhancements for agencies and Cyclic processes such as fiscal year-end, calendar year-end, 1095-C creation and distribution, State of Texas legislative changes, federal mandates, and third-party integrations.
• Performs all duties following client''s processes, policies, and procedures within project scope and on schedule in accordance with milestones, deliverables, and due dates, including overseeing and coordinating the Fiscal Year-End (planning, scheduling, leave liability file processing, and loading leave data to the Emergency Leave Reporting application).
• Provides advanced Level 2 Service Desk support, including complex ticket handling, advanced troubleshooting, clear documentation, and basic system configuration, all following established, auditable processes in coordination with a Managed Services vendor responsible for Tier 3 work.
• Responsible for ensuring that all digital products and content meet WCAG 2.1 accessibility standards. This includes maintaining perceivable, operable, understandable, and robust experiences for all users, regularly reviewing content for compliance, and implementing updates or remediation whenever accessibility issues are identified.
• Works under minimal supervision, relying on experience and judgment to plan and accomplish goals, independently performing a variety of complicated tasks while overseeing and acting as the first line of support to ensure that only accurate data is produced, security is enforced, and the system performs efficiently.
• Performs all work in accordance with Information Technology Infrastructure Library (ITIL) principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM) that focus on aligning IT services with the needs of the business.
• Actively participates in client''s Major Incident Management (MIM) process for P1 and P2 incidents according to module responsibilities, participates in Disaster Recovery and Upgrade Testing activities, and makes presentations at CAPPS User Groups and the CAPPS Steering Committee as requested.
• Participates as directed in an annual SOC-1 attestation audit designed to ensure that controls are effectively designed and operated to ensure the accuracy and security of all information contained/processed via CAPPS. Any enhancements, process changes, or system fixes consider security, availability, processing integrity, confidentiality, and privacy as solutions are suggested, approved, and implemented.
• Performing other related Work as assigned.
Required Skills & Qualifications:
• 15+ Years of Extensive knowledge and understanding of State of Texas applicable policies.
• 15+ Years of Extensive knowledge and experience performing system configuration changes.
• 15+ Years of Extensive technical skillsets needed with App Designer, Integration Broker, assorted SQR/SQL, BI Publisher, SAP Business Objects, etc. to support functional responsibilities.
• 12+ Years of Extensive knowledge of security best practices, NIST standards, and multi-tenancy applicability for a statewide ERP instance.
• 10+ Years of Extensive Texas public sector experience, directly working for or supporting a large network (30 or more) of Texas state government agencies
• 10+ Years of Extensive experience creating and managing a strategic roadmap by combining strong planning skills, functional insight, and effective cross-functional communication
• 10+ Years of Extensive experience supporting the CAPPS Time and Labor module in PeopleSoft HCM version 9.2.
• 10+ Years of Extensive knowledge supporting and providing oversight with batch jobs, i.e., Run My Jobs (RMJ)
