Description
IBSS is seeking an Engineer to support GARFO's Technology and Data Management (TDM) division.

The TDM division is responsible for providing web and mobile based applications, technical services and support for approximately 16,000 internal and external customers (fisheries management councils, state and USCG law enforcement, state fisheries management and other fishery management groups, and commercial fishing industry users).

This position is contingent upon contract award.

Key Responsibilities:
  • Provide lifecycle support of applications and ensure compliance of baseline policies, procedures, and data standards.
  • Possess a broad knowledge of platform and operating systems, programming languages, software system design, and requirements analysis.
  • Resolve customer complaints with software and respond to suggestions for improvement and enhancements.
  • Execute performance monitoring, incident and problem management, change and configuration management, and service level performance.
  • Revise existing systems and procedures to correct deficiencies and maintain more effective data handling, conversion, input/output requirements, and storage.
  • Analyze system and audit logs and identify potential issues.
  • Responsible for server builds, security, and transition from development, test, and production.
  • Utilize Agile Development in cooperation with project team members and participate in all Scrum ceremonies and meetings.
  • Maintain the documented standard code library. Provide code enhancements and support features.
  • Create and maintain Systems and User documentation for all developed applications.
  • Participate in the development of software user manuals and documentation. Deliver and maintain Standard Operating Procedures (SOP) library in the areas of application development.
  • Work on a team to provide solutions with design, development, coding, testing and debugging of new software and moderate enhancements to existing software.
  • Provide high-level technical expertise, lead the design, development, coding, testing, and debugging of new software or significant enhancements to existing software. Analyze software problems and develop specifications to resolve them.
  • Act as technical subject matter expert/resource for lower level developers.

Required Skills /Education/ Certifications & Qualifications:
  • B.S/B.A in Computer Science or a related field and 10+ yrs experience in application development or a related field
  • Possess excellent written and oral communication skills.
  • Detail oriented and organized with strong analytical skills
  • Demonstrated success working in a team environment that includes flexibility working with a team in an organization that is dispersed; coordinating with the work of others; facilitating interactions among team members with diverse skill sets.
  • Preferred programming languages include React 18+, JavaScript, jQuery, AJAX, HTML5, PHP 8+.
  • Background in the application of computing solutions to practical problems as well as technical leadership abilities in the organization of complex programs of work
