Telecommuting: this position is a blend of onsite and remote work.
Scope of Services: This scope of work is for application architect services to provide design, team direction, technical guidance, code review, development work, design documentation, and other IT systems enhancement and remediation tasks required for the Florida PALM project to support operations of the Florida Department of Health. The Contractor will provide these services to the Florida Department of Health (Department).
Note: The Department of Financial Services is transitioning from their legacy financial system to a modern solution called PALM – Planning, Accounting, and Ledger Management System. This transition impacts Department of Health interfaces and systems that currently interface with DFS legacy application. The project to implement the required system remediations is referred above as the PALM project.
Criminal Background Screening: The Department will conduct a criminal history record check, including fingerprinting, on the consultant assigned by the Contractor prior to the consultant commencing work for the Department. The Department retains sole discretion as to whether the results of the criminal history record check will result in the Contractor’s employee being disqualified from performing services pursuant to this agreement.
Tasks/Responsibilities: Contractor will perform the following tasks in the time and manner specified:
1. Collaborate with the project manager, business analysts, and other technical leads to collect and clarify functional and technical requirements as directed by the Department.
2. Conduct remediation of application architecture as directed by the Department.
3. Assist the Project Manager with monitoring, estimating, and tracking development team productivity as directed by the Department.
4. Assist project manager, business analysts, and other technical leads with development tasks as directed by the Department.
5. Provide technical guidance to developers and Department Project Manager as directed by the Department Project Manager and Department.
6. Provide technical training and guidance to development team members as directed by the Department.
7. Conduct code review as directed by the Department.
8. Work with the Department Office of Information Technology and all other development teams to analyze and minimize costs associated with the Azure environment as directed by the Department.
9. Modify, create, and test application code and database code for remediation with a zero-defect rate as directed by the Department.
10. Document application modifications and additions as coding tasks are assigned by the Department Project Manager and Department, and store in a document repository as directed by the Department.
11. DATA SECURITY AND CONFIDENTIALITY TASK: The Contractor, its employees, subcontractors, and agents must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentiality document attached to the purchase order.
Deliverables: Monthly: Provision of Application Architect services in the time and manner specified in above Tasks/Responsibilities.
Performance: All deliverables and related tasks must be completed 100 percent as specified. Failure to satisfactorily complete or submit a deliverable in the time and manner specified will result in a financial consequence as indicated below:
· Failure to complete and submit Deliverable in the time and manner specified will result in a payment reduction equal to 20 percent of the total monthly invoiced amount.
· Failure to comply with Task 11, DATA SECURITY AND CONFIDENTIALITY will result in a payment reduction equal to 20 percent of the total monthly invoiced amount for each week the Contractor is not in compliance.
