Senior SCADA Project Manager (Hybrid)
Our client, a local distribution company that currently provides natural gas service to approximately two million people in Oregon and Southwest Washington, is looking for a skilled and motivated Senior SCADA Project Manager for their Portland, Oregon location. The SCADA Implementation Project Manager is responsible for leading, planning, and executing the full lifecycle implementation of a new Supervisory Control and Data Acquisition (SCADA) platform. SCADA project experience is REQUIRED. This includes managing the transition and cutover from the existing legacy SCADA system to the new solution, ensuring continuity of operations, data integrity, and compliance with cybersecurity and regulatory standards. The Project Manager will coordinate cross-functional teams, vendors, integrators, and operational partners to deliver a secure, resilient, and fully validated system.

Key Responsibilities for Senior SCADA Project Manager:
- Develop and manage the end-to-end project plan for SCADA system replacement, including scope, schedule, budget, risk, and quality targets.
- Lead project governance activities in alignment with PMO standards, including status reporting, risk and issue management, and stakeholder communication.
- Coordinate requirements gathering and ensure both current-state and future-state operational needs are captured to enable successful migration and cutover.
- Oversee all activities related to transitioning from the legacy SCADA system, including data migration, point-to-point verification, interface mapping, and operational continuity planning.
- Develop and manage a detailed cutover strategy, including phased migration, fallback planning, parallel operations (as needed), and post cutover validation.
- Manage vendor selection, contracting, and performance, ensuring alignment with cutover milestones, integration requirements, and acceptance criteria.
- Partner with Engineering, IT, OT, cybersecurity, and field operations to guide system design, network architecture, and regulatory compliance.
- Direct integration activities such as PLC/RTU upgrades, historian migration, alarm strategy rationalization, and system interoperability testing.
- Lead system testing cycles including FAT, SAT, end-to-end testing, redundancy failover validation, and user acceptance testing.
- Work with Operations and field teams to develop and execute commissioning plans, operational readiness activities, and training on the new SCADA environment.
- Drive organizational change management and communication efforts to support a smooth transition from the legacy system.
- Manage cutover execution, monitor stability during the transition period, and ensure timely resolution of issues.
- Oversee the handoff to steady-state support, including documentation, warranty tracking, and transition to maintenance teams.
Requirements/Qualifications for Senior SCADA Project Manager:
- Bachelor’s degree in Engineering, Computer Science, Operations Technology, Information Systems, or a related field (or equivalent experience).
- 5+ years of project management experience in industrial automation, utilities, energy, manufacturing, or infrastructure environments.
- Proven experience managing SCADA, DCS, or other industrial control system replacement or modernization projects.
- Demonstrated expertise in system migration, cutover planning, and operational continuity management.
- Strong understanding of ICS/OT systems, networking, cybersecurity standards, and high - availability system design.
- Excellent vendor and contract management skills.
- Strong communication, leadership, and stakeholder engagement strengths.
- PMP, Agile, or equivalent project management certification preferred.
