Business Analysis & Process Management:
Research, understand, and document government business processes and their inter-
relationships; create process diagrams and identify dependencies
Conduct comprehensive business needs assessments and guide solution design
processes that meet organizational objectives
Identify processes for improvement, analyze gaps between current and desired states,
design new processes, and develop performance measures
Assist in business process redesign and documentation to support ongoing remediation,
modernization, and migration efforts
Plan transition strategies to new processes in the enterprise environment
Requirements & Documentation:
Gather and document high-level requirements, goals, and objectives related to business
strategy
Work directly with subject matter experts and stakeholders to translate strategic and
operational needs into business and technical requirements
Collaborate with technical and functional teams to develop technical specifications, use
cases, business rules, and test cases
Prepare comprehensive documentation including business cases, feasibility studies,
cost-benefit analyses, risk assessments, and presentation materials
Produce complete functional documentation that thoroughly captures business
processes and application inputs/outputs
Document context diagrams and technical overviews for application systems
Stakeholder Engagement & Facilitation:
Facilitate workshops and work sessions to elicit and prioritize requirements for
remediation, modernization, and migration
Partner with stakeholders to assess feasibility, conduct impact analyses, and prioritize
demands based on business value and strategic alignment
Develop and maintain strong working relationships with business office staff through
collaboration and teamwork
Expertly facilitate meetings with stakeholders at all organizational levels
Analysis & Evaluation:
Assess and analyze demand patterns to identify trends, recurring requests, and evaluate
feasibility against technical capabilities
Categorize and prioritize demands by type, urgency, complexity, business impact, and
strategic alignment using established scoring criteria
Evaluate critical information from multiple resources; summarize detailed data into
executive-level formats and break down aggregate information
Analyze and define processes and workflows to design efficient information solutions,
identifying missing or duplicate functionality
Participate in analysis of business and technology demands from ideation through
project approval
Testing & Quality Assurance:
Plan and implement various testing types (regression, functional, data validation, system
integration, load, performance) for new and existing functionality
Apply quality assurance ideologies, techniques, and tools to ensure robust solutions
Additional Responsibilities:
Understand technical problems and solutions in relation to current and future business
environments
Suggest plans to integrate new and existing processes
Develop business cases and supporting documentation
Perform data analysis and conduct performance metrics reporting

Required Qualifications
Education:
Bachelor's Degree or Master's Degree in Business Administration, Communication,
Information Systems, or related field (or equivalent work experience)
Certifications (Highly Desired but Not Required):
Certified Business Analysis Professional (CBAP)
Certified Scrum Master (CSM)
Certified Scrum Owner (CSO)
PMI-PBA, PMI-ACP, PMP, or ITIL
Experience:
Minimum 5 years of business process analysis and systems analysis experience
Experience working in agile project environments (highly desired)
Experience with Azure DevOps to manage user requirements and backlogs (preferred)
Technical Skills (Required):
Proficiency in process mapping/modeling with tools such as Visio
Advanced skills with Microsoft Office Suite (Excel, Word, PowerPoint)
Advanced skills with Microsoft products: SharePoint, Teams, Power BI, DevOps, and
Project
Experience with reporting tools including Power BI
Knowledge of data migration
Understanding of how business requirements translate to technical requirements
Knowledge of testing and quality assurance tools and techniques
Excellent technical knowledge of IT infrastructure and software development practices
Knowledge of the software development lifecycle (SDLC)
Technical Skills (Desired):
Experience working with Microsoft DevOps
Knowledge of Rules 60GG-1 60GG-5, Florida Administrative Code
Knowledge of State of Florida Project Management Rule 60GG-1
Knowledge of change and release management

Ability to perform detailed research, business analysis, as-is and to-be analysis, and
process modeling
Ability to perform System Analysis & Design using various modeling methodologies and
techniques
