JOB DESCRIPTION Position: Business Analyst 3
I. DESCRIPTION OF SERVICES
The client requires the services of 3 Business Analyst 3 positions (hereafter referred to as Candidate(s)). Candidates must meet the general qualifications for Business Analyst 3, Applications/Software Development, along with the specific requirements detailed below.
All work products resulting from this engagement shall be considered works made for hire and shall remain the exclusive property of the client. The role may require candidates to successfully complete criminal background checks as permitted by applicable law. The client will not pay any fees for interviews or discussions conducted during the candidate selection process.
Key Responsibilities
- Review, analyze, and evaluate business systems and user needs to document highly complex system requirements.
- Develop and maintain highly complex system documentation to convey business requirements, support efficient system design, and uphold quality standards.
- Develop test plans and liaise with end users to complete user acceptance testing to validate new and existing system functionality.
- Analyze program policies and procedures to determine their effect on automated systems and system functional areas.
- Serve as a liaison between business and IT teams by providing consultation, documentation, and direction on analysis, design, configuration, testing, and policy implementation within systems.
- Reengineer existing system processes and identify new applications of technology to meet business needs.
- Identify and communicate potential risks and difficulties at all stages; propose and design strategies to mitigate or avoid them.
- Keep all stakeholders informed through the distribution of project information and project status reports.
- Facilitate the service request life cycle through customer-related service request responses, business requirements coordination, technical specifications and related artifacts review, and monitor system integration and user acceptance testing prior to implementation.
- Work independently and in coordination with client staff to perform a variety of complicated tasks with a wide degree of creativity and latitude.

II. CANDIDATE SKILLS AND QUALIFICATIONS
Minimum Requirements (Candidates must meet or exceed all minimum requirements to be considered):

III. TERMS OF SERVICE
Services are expected to start April 27, 2026 and are expected to be completed by March 31, 2027. Total estimated hours per Candidate shall not exceed 2100 hours. This engagement may be amended, renewed, or extended by mutual written agreement.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated and approved in advance. Normal business hours are Monday through Friday, 8:00 AM to 5:00 PM, excluding state holidays.
The primary work location is Stephen F. Austin Building, 1700 N. Congress, Austin, Texas 78701. The position is On-Site. Any travel, per diem, parking, or living expenses are the responsibility of the Candidate/Vendor. All travel must receive prior written approval and will be reimbursed only at the rates and in accordance with the policies prescribed for the client s classified employees (original receipts required).
Candidates may be required to work outside normal business hours (weekends, evenings, or holidays) as needed. Such overtime must be pre-approved and will be paid at the quoted hourly rate for hours worked beyond 40 per week.
