OverviewGovCIO is currently hiring for a Portfolio Manager - Applications to support Head Quarters Air Combat Command (ACC) Intelligence Directorate (A2). This position will be located in Hampton, VA and will be an onsite position.
ResponsibilitiesWe are seeking an experienced Portfolio Manager with a focus on applications to support a large-scale Department of Defense (DoD) enterprise network. The Portfolio Manager will oversee application requirements, lifecycle management, and strategic planning for the 1-3 year horizon. This position receives direct tasking from the Program Management Office (PMO) and plays a key role in coordinating stakeholders, ensuring alignment with enterprise objectives, and enabling effective delivery of application-based capabilities across the network.
Key Responsibilities
Portfolio & Requirements Management
- Lead and manage a portfolio of enterprise applications supporting DoD mission needs
- Develop, collect, and maintain application-level requirements in coordination with stakeholders, users, and technical teams
- Evaluate new and emerging application needs and ensure alignment with enterprise priorities and architecture standards
Lifecycle Management
- Oversee full lifecycle management for all applications within the portfolio, including acquisition, deployment, sustainment, modernization, and decommissioning
- Ensure application baselines, documentation, and configuration controls meet DoD and organizational standards
- Track system performance, user feedback, and roadmap status to drive continuous improvement
Strategic Planning
- Develop and maintain a 1-3 year portfolio outlook, including capability planning, technology refresh, risk identification, and resource forecasting.
- Provide strategic recommendations to the PMO on portfolio optimization, modernization opportunities, and mission?driven priorities
PMO Support
- Execute direct tasking from the PMO and provide timely updates, analysis, reports, and decision briefs
- Support budget planning, investment justification, and enterprise-level prioritization boards
- Coordinate with engineering, operations, cybersecurity, and acquisition stakeholders to ensure synchronized execution of portfolio activities
Producing top quality products for the customer is vital. Primary duties of the Portfolio Manager include, but are not limited to:
- Lead project team and manage assignments for respective team members
- Collaborate with team members to determine the best practices for project execution
- Flexible work attitude and adjustment to customer IT restrictions pertaining to development and deployment of systems
- Strong problem solving and good communication skills
- Comfortable to brief senior military and civilian leaders with updates on project progress
- Ability to research and choose the best, technically feasible solution that meets customer requirements
QualificationsHigh School with 6 - 9 years (or commensurate experience)
Required Skills and Experience
- Clearance Required: Active TS/SCI Eligibility
- 6-9 years of IT Project Management experience
- Managing multiple, complex, technical projects
- Planning and estimating work requirements
- Experience supporting DoD networks, programs, or enterprise IT environments (i.e. JWICS)
- Familiarity with DoD lifecycle processes, requirements management frameworks, and enterprise architecture principles.
- Strong communication skills and the ability to work effectively across technical and non?technical teams.
Preferred Skills and Experience
- Technical background in networking,
- PMP or Agile certification
- Current up to date CompTIA Security+
- Experience with DoD NIPR, SIPR and JWICS Networks
- PMI-ACP preferred
- Experience with large?scale modernization efforts or cloud transition planning
- Knowledge of cybersecurity requirements, RMF processes, and DoD architecture frameworks
- Experience working directly with PMOs or leading cross?functional technical teams
