GIS Application Developer

Job Type: Contract

Work Arrangement: Onsite .

Location: Harrisburg (Dauphin County), Pennsylvania

Interview Mode: In-Person (Mandatory)

Schedule: Monday Friday, 8:00 AM 5:00 PM (40 hours/week)

Develop and implement system enhancements for the PA Unified Crash System.

Design responsive UIs and integrate RESTful APIs.

Implement GIS-based features and spatial data design using Esri and PostGIS.

Create and integrate Power BI dashboards for enterprise-level reporting.

Ensure all digital products comply with accessibility standards (WCAG 2.1 AA).

Front-End: Angular (v14+ preferred), Responsive UI Design (Bootstrap/Material Design), and jQuery.

Back-End: RESTful API design/integration and GIS integrations.

Testing: Unit testing with jUnit, Jasmine, and Karma.

Data/Reporting: Power BI dashboards, PostGIS, and PostgreSQL.

Tools: ArcGIS Online (AGOL), WebEOC plugins, VS Code/Eclipse, and Git/Azure Repos.

Esri ArcGIS Maps API/SDK for JavaScript.

Experience with ArcPro, ArcObjects, GeoEvent Processor, Survey123, and Field Maps.

ArcGIS Enterprise Server/Online Administration.

Designing geocodes and geoprocessing services.

Multi-user versioning (ArcSDE) and linear referencing systems (Roads and Highways).

Strong understanding of Section 508, ADA, and WCAG 2.1 AA requirements.

Practical experience with WAI-ARIA authoring guidelines and platform-specific accessibility (iOS, Android, Web).

Ability to apply SOLID principles and modern Design Patterns.

Background Check: Selected candidates must provide a completed PATCH check prior to engagement.

Onboarding: Candidates must report in person to Harrisburg, PA, to pick up equipment.

Onsite Access: A $20 fee is required for a security badge if regular onsite work is necessary.
