Summary

We are seeking an experienced Engineering Delivery Manager to lead and deliver robust, high-quality software solutions. This role blends hands-on engineering leadership with delivery management, focusing on team growth, operational efficiency, and measurable outcomes across Agile teams. You will drive technical excellence, ensure consistent delivery performance, and foster a culture of collaboration and continuous improvement.

Key Responsibilities:

Engineering Leadership / Release Delivery
  • Lead, mentor, and grow a team of software engineers and/or data engineers.
  • Foster a collaborative engineering culture and support career progression.
  • Provide mentorship and pair engineers with peer mentors, as needed, including ability to hold teams and individuals accountable for quality delivery.
  • Employ technical and thought leadership to drive products from inception to release, while supporting automation efforts for unit, integration, E2E and other testing to promote quality.
  • Advocate SAFe Agile SDLC and DevOps practices across teams and with customers.
  • Ensure adherence to documented engineering standards and best practices to deliver high quality releases.
  • Own release delivery performance and quality accountability across multiple teams.
  • Align closely with product and technical leadership to ensure scope is delivery-ready and priorities are clear.
  • Monitor execution against PI commitments, ensuring consistent workflows and reporting on delivery cadence and quality.
  • Coordinate readiness efforts for all releases, including cutover planning, pre-launch quality checks, and internal sign-offs.
  • Establish post-launch hypercare expectations and monitor production issues.
  • Define and maintain delivery performance metrics (velocity, sprint throughput, feature delivery vs. PI commitments, bug trends, support volume, defect resolution timelines).
  • Build dashboards and reporting structures to surface trends and delivery risks.
  • Communicate delivery health, risks, and successes to program leadership and customer stakeholders.
  • Track delivery-related quality metrics (defect escape rates, bugs per release, mean time to resolution).
  • Analyze post-launch behavior to identify quality breakdowns and inform future priorities.
  • Identify and respond to patterns in blockers, scope churn, or quality gaps.
  • Support onboarding of new team members and operationalize delivery processes as the program scales.

Required Qualifications
  • Bachelor's degree
  • 5+ years managing two or more Scrum teams in an Agile environment, or experience in IT as a lead, supervisor, or manager within software development teams.
  • Must reside in the US and be able to obtain and maintain Public Trust Clearance.
  • Must reside in the US, be authorized to work in the US, and work must be performed in the US.
  • Must have lived in the US 3 full years out of the last 5 years.

Preferred Qualifications
  • Bachelor's degree, Computer Science, Engineering, Information Systems, or related field
  • Experience in healthcare domain and/or federal contracting.
  • Proven experience owning delivery performance, including use of Jira and related tools.
  • Understanding of Agile delivery at scale (e.g., SAFe).
  • Experience supporting distributed teams and scaling Agile delivery.
  • Knowledge of human-centered design principles in Agile environments.

  • Strong technical communication skills (written and verbal).
  • Proven attention to detail and commitment to highest quality work.
  • Ability to synthesize delivery data into actionable insights.
  • Adept at facilitating cross-team coordination and removing delivery blockers.
  • Skilled at building delivery dashboards and reporting mechanisms.
  • Excellent time management, organizational, and interpersonal skills.
  • Comfortable navigating ambiguity and balancing strategic priorities with tactical execution.
  • Known for driving accountability, delivery focus, and fostering a culture of continuous improvement.

Location: United States (Remote). Travel for a conference or to another ICF location for collaboration may be required. This position requires that the job be performed in the United States.
