Role:

APV is seeking an experienced LMS Transition and Workforce Development Project Manager to lead a complex, enterprise-scale Learning Management System (LMS) transition and key workforce development initiatives for a federal government agency. This role is responsible for planning, coordinating, and overseeing the successful implementation of an enterprise-wide LMS ecosystem, including system configuration, migration from multiple legacy LMS platforms, HR data integration, change management, training, and inter-agency coordination. Additionally, this project manager will lead work that includes instructional systems design, development of eLearning programs, development of AI-enabled tools that support training programs, and oversight of subcontractor-delivered government skills training programs.

The Project Manager will serve as the primary point of accountability for cost, schedule, performance, and stakeholder satisfaction, ensuring the LMS transition delivers measurable value to workforce modernization objectives while minimizing operational disruption. This position requires strong leadership in regulated federal environments, cross-functional coordination, and the ability to translate strategic goals into executable plans.

Duties:

The Project Manager will be responsible for overseeing and integrating the project via the following tasks:

·        Lead end-to-end planning and execution of the LMS implementation project

·        Develop and maintain integrated project schedules, risk registers, dependency maps, and resource plans

·        Ensure adherence to federal project management best practices and APV delivery standards

·        Manage subcontractors and cross-functional teams, including technical, instructional, and change staff

·        Oversee LMS configuration, environment stand-up, and technical implementation

·        Establish an Agile team structure (e.g., Scrum Master, Product Owner, cross-functional team).

·        Coordinate inventory and analysis of the client’s multi-LMS landscape

·        Manage phased LMS migration activities, ensuring data integrity, compliance, and continuity of learning operations

·        Coordinate implementation of HR data consolidation and learning data integration capabilities

·        Ensure alignment between LMS, HR systems, reporting tools, and enterprise data governance requirements

·        Coordinate LMS administration and scalable help desk support models

·        Guide readiness planning and future-state strategy

·        Support coordination with all stakeholders to ensure alignment and governance consistency

·        Oversee change management, communications, and stakeholder engagement activities across the agency

·        Ensure development and delivery of user training, policies and procedures, documentation, and other implementation related programs

·        Lead instructional systems design (ISD) planning to define learning outcomes, curriculum structure, and evaluation approaches for transitioned and newly developed training.

·        Oversee the end-to-end development, quality assurance, and deployment of eLearning programs, ensuring accessibility (Section 508), learning standards compliance (e.g., SCORM/xAPI), and alignment with LMS configuration and reporting.

·        Coordinate the design, development, pilot, and rollout of AI-enabled training tools (e.g., chatbots, virtual assistants, performance support), partnering with technical teams to ensure security, privacy, and responsible AI governance requirements are met.

·        Oversee subcontractor-delivered government skills training programs (e.g., leadership, communications, project management), including scope, schedule, quality standards, performance metrics, and integration into the LMS catalog and learning operations.

·        Promote user adoption and operational readiness for administrators, instructors, and learners

·        Ensure cross-functional collaboration between functional consultants, developers, testers, and trainers as well as serve as the primary interface with government program leadership and technical stakeholders

·        Facilitate governance meetings, status briefings, and executive-level communications

·        Proactively identify risks, issues, and mitigation strategies and communicate them clearly to stakeholders

Education:

  • Bachelor’s degree in information technology, computer science, instructional technology, business, human resource development, or a related field

Certifications:

·        Project Management Professional (PMP) certification from the Project Management Institute (required)

Required Skills:

  • Minimum 6 years of project or program management experience, including leadership of enterprise IT or LMS initiatives, Software Application SDLC, and/or Agile processes
  • Demonstrated experience managing federal government consulting projects
  • Experience overseeing LMS implementations or migrations, ideally in multi-system or federated environments.
  • Proven ability to manage cross-functional teams, subcontractors, and multiple concurrent workstreams
  • Strong technical systems understanding of LMS platforms, learning ecosystems, and enterprise system integrations.
  • Demonstrated experience overseeing instructional systems design (ISD) and eLearning development teams from needs analysis through deployment and evaluation.
  • Working knowledge of eLearning standards and accessibility requirements (e.g., SCORM/xAPI and Section 508) and how they impact LMS implementation and content deployment.
  • Experience managing or coordinating development of AI-enabled tools to support training programs, with awareness of federal security, privacy, and governance expectations.
  • Experience working on enterprise projects with large data repositories (warehouses, lakes, etc.) and cloud architecture.
  • Expert knowledge of Agile methodology and Scrum.
  • Experience working with JIRA or similar project management/issue-tracking software.
  • Experience with data migration and data architecture projects.
  • Excellent planning, scheduling, risk management, and dependency management skills
  • Exceptional written and verbal communication skills, including executive-level briefings
  • Ability to operate effectively in highly regulated, compliance-driven environments
  • Demonstrated leadership, problem-solving, and decision-making abilities
  • Able to use standard MS Office Suite tools (Outlook, Word, Excel), MS OneNote, and MS Visio, and quickly learn Salesforce, JIRA, and other client-based systems as needed.
  • Ability to communicate technical solutions to both technical and non-technical stakeholders.
  • Able to thrive in a multi-project environment, tracking various projects at different stages in the project life cycle.
  • Analytically driven, with a high degree of comfort evaluating and acting on data.
  • Proficient in using data to identify opportunities and inform recommendations.

Preferred Qualifications:

·        Master’s degree in project management, public administration, instructional or information technology, computer science, business, or related discipline (preferred)

·        Demonstrated experience managing federal government consulting projects within a federal government regulatory agency

·        Hands-on experience with Moodle/Totara type implementations

·        Experience with Tableau, Looker, Power Bi, or similar data visualization technologies

·        Exposure to working on data cloud projects such as Snowflake

·        Experience leading change management and workforce enablement initiatives

·        Experience overseeing subcontractor- or vendor-delivered professional/government skills training programs and holding providers accountable to quality and performance outcomes.

·        Familiarity with common eLearning authoring and multimedia development tools and workflows (e.g., storyboarding, rapid authoring, testing, and release management).

·        Experience deploying AI-enabled learning assistants or performance support tools in government environments, including change management and user adoption.

·        Familiarity with HR data systems, workforce analytics, or learning data governance

·        Strong stakeholder facilitation skills across technical and non-technical audiences

·        Ability to balance strategic vision with operational execution

·        Experience aligning technology delivery with workforce modernization and performance goals

·        High degree of organizational awareness and political acumen in federal settings

·        Agile or SAFe certification

·        Certified Scrum Master (CSM) -

·        Change Management certification (e.g., Prosci or equivalent)
