ECS Federal is seeking an experienced
Physical Security Program Director to lead enterprise-wide physical security operations supporting critical infrastructure and classified federal programs. This senior leadership role combines program management excellence with capture and business development responsibilities to grow ECS Federal's physical security portfolio across federal clients.
The ideal candidate brings extensive experience in regional physical security management, data center protection, federal compliance frameworks, and the ability to develop winning capture strategies for new business opportunities.
Key Responsibilities Program Leadership & Operations - Direct multi-site physical security operations across high-security facilities supporting federal clients
- Lead a workforce of 100+ security professionals including armed/unarmed officers, supervisors, and technical staff across 24/7 operations
- Implement and enforce physical access controls and protection policies in accordance with the 32 CFR Part 117 National Industrial Security Program (NISPOM) and related federal requirements
- Manage enterprise access control systems, visitor management, badging/credentialing, and insider threat mitigation programs
- Oversee security systems integration including CCTV, ACS, IDS platforms (Lenel, Genetec, C.CURE, Avigilon, OnGuard)
- Conduct physical security audits, vulnerability assessments, and risk analyses; produce executive-level reports for strategic planning
- Ensure all personnel maintain proper identification badges, security clearance eligibility, and compliance with agency-specific requirements
- Coordinate security orientation for new employees alongside Facility Security Officers (FSO) for contract-specific requirements
- Lead incident escalation, root cause analysis, emergency response exercises, and multi-agency coordination
Capture Management & Business Development - Lead capture efforts for physical security opportunities
- Develop and execute capture strategies, win themes, and competitive assessments for target opportunities
- Coordinate with Business Unit Managers, Program Managers, and Executive Leadership to pursue strategic opportunities
- Build and maintain relationships with federal clients, industry partners, and teaming partners
- Support proposal development including technical volumes, management approaches, and past performance narratives
- Conduct black hat analyses, price-to-win assessments, and competitive intelligence gathering
- Participate in gate reviews and present capture strategies to executive leadership
- Identify and qualify new business opportunities aligned with ECS Federal's strategic growth objectives
Compliance & Training - Develop and maintain security governance frameworks, SOPs, and policy enforcement mechanisms
- Ensure compliance with applicable state standards, federal acquisition policies, and client-specific security requirements
- Design and deliver and track enterprise security training
- Drive corrective action programs to ensure audit readiness for federal and client inspectors
- Oversee firearms qualification, range operations, and safety protocols for armed personnel
Vendor & Budget Management - Direct regional vendor performance, contract compliance, and SLA oversight
- Negotiate vendor contracts and manage preventive maintenance programs
- Monitor budget utilization, labor hours, and system maintenance forecasting
- Collaborate with Design, Engineering, and Construction teams on security requirements for new builds
Salary Range: $185,000

- General Instructor Certificate

- Technical Expertise: Proficiency with enterprise security platforms
- Training Academy Experience: Experience establishing and directing accredited security training programs
- Bachelor's degree preferred; equivalent combination of education and experience considered
Desired Skills - Law enforcement background with investigative and tactical operations experience
- Experience with Department of State protective security operations and 12 FAM 500 compliance
- Graduate of recognized forensic academy or equivalent specialized training
- Multi-state security licensing experience and regulatory liaison expertise
- CISA certifications (Bombing Prevention, VBIED Detection)
- Experience with classified material protection and SCIF environments
