The Public Health is seeking a Business Analyst Project Lead to support modernization and migration efforts for financial and administrative systems. This role will focus on understanding current and future state systems, defining business and technical requirements, supporting system implementations, and ensuring compliance with federal and state regulations.

The analyst will work closely with Finance, Operations, IT teams, and Subject Matter Experts (SMEs) to ensure successful system transitions and operational support.

Responsibilities

• Analyze current and future state financial and administrative systems

• Learn system capabilities and associated business processes

• Work with system owners and SMEs to define business and technical requirements

• Prepare, manage, and maintain project documentation

• Schedule and facilitate stakeholder meetings

• Track project tasks and monitor project progress

• Create project status reports for Finance, Operations, and OIT leadership

• Support project teams with administrative and project coordination tasks

• Develop future-state workflows and process diagrams

• Perform gap analysis between current and future states

• Develop and execute test plans; assist program areas with testing

• Track testing outcomes, issues, and defects

• Assist with production rollouts and system validation

• Maintain and update system procedures, protocols, and documentation

• Create work requests and tickets in systems such as DevOps

• Develop dashboards and reports using Excel and Power BI

• Support SDLC processes and system software lifecycle activities

• Assist with risk management strategies and mitigation

• Update SharePoint collaboration sites

• Support integration efforts to streamline workflows and data correction

• Ensure compliance with IT standards, security policies, and governance requirements

• Assist with development of policies and procedures aligned with NIST 800-53, FISMA, and SC InfoSec standards

• Communicate effectively with technical and non-technical stakeholders

Required Skills (Ranked)

• 5+ years of experience in Data Analysis and Data Mining using Excel and SQL

• 5+ years of experience in Workflow and Process Modeling

• 5+ years of experience with MS Office (Word, Excel, PowerPoint, Visio) and SharePoint

• 5+ years of experience working across the Software Development Life Cycle (SDLC)

Preferred Skills (Ranked)

• Experience with data security and classification standards (CDC, HIPAA, CJIS)

• Experience with NIST industry-standard information security practices

• Experience with MS Project, MS Planner, and Azure DevOps

Additional Skills

• Strong business and system process analysis skills

• Knowledge of IT best practices, operations, and governance

• Excellent written and verbal communication skills

• Understanding of IT development and system implementation projects

• Ability to work effectively with technical teams, management, vendors, and end users

Education

Bachelor s or Master s degree in a relevant field or equivalent professional experience
