The Senior Business Analyst provides leadership and expertise in business analysis, requirements management, business process improvement, data analysis, workflow optimization, and stakeholder engagement activities supporting the National Park Service.

This position works closely with Government stakeholders, technical teams, and business users to identify opportunities for process improvement, gather and document requirements, support software enhancement initiatives, and help ensure technology solutions align with mission needs and operational objectives.

The Senior Business Analyst serves as a key advisor to project teams by translating business needs into actionable requirements and supporting successful planning, implementation, and continuous improvement efforts.

Responsibilities
  • Lead business analysis activities supporting sustainment, enhancement, modernization, and continuous improvement of enterprise business applications and operational processes.
  • Facilitate requirements gathering sessions, stakeholder interviews, workshops, and working groups to identify business needs and operational objectives.
  • Analyze existing business processes, workflows, reporting capabilities, and operational procedures to identify opportunities for improvement and increased efficiency.
  • Develop and maintain business requirements, functional requirements, user stories, process flows, use cases, and acceptance criteria.
  • Collaborate with technical teams to ensure business requirements are clearly understood and successfully implemented.
  • Translate complex business needs into clear, concise, and actionable documentation.
  • Support application enhancement initiatives by evaluating operational impacts, business value, and implementation considerations.
  • Analyze data, reporting requirements, and performance metrics to support operational decision-making and business improvement efforts.
  • Support testing, validation, implementation, and deployment activities to ensure delivered solutions meet user expectations and business requirements.
  • Develop and maintain process documentation, user guides, training materials, workflow diagrams, and other project artifacts.
  • Facilitate communication between business stakeholders and technical teams throughout the project lifecycle.
  • Identify risks, dependencies, assumptions, and operational impacts associated with proposed changes.
  • Support change management and user adoption efforts by helping stakeholders understand and successfully utilize implemented solutions.
  • Provide leadership and mentoring to junior analysts and project team members.
  • Prepare reports, briefings, presentations, and status updates for project leadership and customer stakeholders.
  • Support continuous improvement efforts across business processes, reporting capabilities, and operational workflows.
  • Ensure compliance with applicable organizational, contractual, and Government requirements.
  • Perform other duties as assigned.

Qualifications
  • High school diploma or GED equivalent.
  • 7+ years of experience providing business analysis, consulting, process improvement, or operational analysis support.
  • Experience gathering, documenting, validating, and managing business and functional requirements.
  • Experience leading stakeholder engagement activities and facilitating requirements discussions.
  • Experience supporting software implementation, enhancement, modernization, or operational support initiatives.
  • Experience developing process maps, workflow diagrams, user stories, use cases, and business requirements documentation.
  • Ability to successfully pass required background and drug screening

Preferred Qualifications:
  • Bachelor's degree in Business, Information Systems, Information Technology, Public Administration, Data Analytics, or a related field.
  • Experience supporting Federal civilian agencies.
  • Experience supporting the National Park Service or Department of the Interior.
  • Experience with process improvement, workflow automation, reporting, business intelligence, or data analytics initiatives.
  • Experience working within Agile, Scrum, Waterfall, or hybrid project environments.
  • Business Analysis certification such as CBAP, CCBA, PMI-PBA, or equivalent.
  • Experience supporting digital transformation, application modernization, or organizational improvement efforts.
  • Experience facilitating executive-level stakeholder engagements and business process workshops.

  • Knowledge of SDLC methodologies and project delivery frameworks.
  • Strong analytical, problem-solving, and critical-thinking skills.
  • Excellent written and verbal communication skills.
  • Strong understanding of business process analysis, workflow documentation, and process improvement methodologies.
  • Advanced business analysis and requirements management skills.
  • Strong facilitation and stakeholder engagement abilities.
  • Ability to analyze complex business processes and identify practical improvement opportunities.
  • Ability to translate business objectives into actionable requirements and project deliverables.
  • Strong written communication and technical documentation skills.
  • Ability to communicate effectively with executives, business stakeholders, technical personnel, and customer representatives.
  • Strong analytical, critical-thinking, and problem-solving capabilities.
  • Working knowledge of software development and system lifecycle concepts.
  • Ability to organize and prioritize multiple assignments in a dynamic environment.
  • Ability to work independently while collaborating effectively across distributed teams.
  • Strong presentation and briefing skills.
  • Ability to develop trusted relationships with customer stakeholders and project teams.
