Reviews, analyzes, and evaluates user needs to create systems solutions that support overall business strategies. Documents system requirements defines scope and objectives and creates system specifications that drive system development and implementation. Incumbents function as a liaison between IT and users and have both business and technical expertise.
List of tasks to be performed:
10 year's experience Project management and project oversight developing software requirement specification (SRS) documents to support functional requirements affecting the technical file specifications (Mail.DAT and Mail.XML).
Manage, update, and maintain all currently supported technical specifications and guides and develop new ones as necessary in support of new or revised functionality across systems.
Customer Acceptance Testing (CAT) to provide support to review Technical Requirement Documents (TRD), develop and update test scripts, perform customer acceptance testing, perform production validation through smoke testing and functional testing, document testing outcome and provide artifacts, provide TLSC documentation and Requirement Traceability Matrix (RTM).
Provide expert personnel to meet with and participate in mail industry meetings/forums and Mailer Technical Advisory Committee (MTAC) workgroups, task groups and user groups.
Development of performance metrics to track and report status of Customer Acceptance Testing.
5 years experience in Automated test script development
Develop training materials, Standard operating procedures (SOP) and guides as it relates to impacted CPPP applications.
Other related duties as assigned.
Required Experience Level:
Minimum of 7 years' experience, in technology or software development preferred.
Previous US Government Client experience with Mail.DAT and Mail.XML are fundamental to the electronic data exchange of mailing information. Experience with Mail.DAT, and Mail.XML specification is highly encouraged and preferred.
Experience as a business analyst, Certified Business Analysis Professional (CBAP) preferred.
Experience with requirements management tools. (examples include Application Lifecycle Management (ALM), VersionOne, JIRA, Confluence)
Experience with software testing tools. (examples include Unified Functional Testing (UFT), Selenium)
Experience with database tools and developing analytics solutions using tools like MicroStrategy, Oracle SQL, Teradata
Experience using O365 suite (Word, Excel, PowerPoint, Project, Access, Visio, Teams, Workflow, Power BI)
Experience with US Government Client Technical Solution Lifecycle (TSLC), or other industry Software Development Lifecycle (SDLC) methodologies.
Required Experience Level:
Minimum of 7 years' experience, in technology or software development preferred.

Experience managing or leading IT projects using Waterfall and Agile Methodologies
Preferred Experience:
Demonstrated experience with automation testing tool using Artificial Intelligence (AI) or similar
Required Certifications:
Project Management Professional or Scrum Master Certification
Certified Business Analysis Professional (CBAP) preferred.
Educational Requirements:
A minimum of thirteen (13) to twenty (20) years' relevant experience
A Bachelors degree from an accredited College/University in CS, IT, Other Science related field. A degree from an accredited College/University in the applicable field of services is preferred. four additional years of relevant experience in lieu of a college degree is required. If the individual's degree is not in the applicable field, then four additional years of related experience is required.
Four (4) years additional relevant experience required in lieu of a degree.
