Position Overview

We are seeking a senior-level CA Plex Developer / Application Support Consultant for a large-scale judicial Case Management System (CMS). This role focuses on maintaining, enhancing, and supporting a CA Plex–based legacy enterprise application, supporting court operations, integrations, and large-scale datasets.

Only W2 consultants will be considered for this position.


Responsibilities

1. Application Maintenance & Support

  • Maintain and support a CA Plex–based CMS across multiple environments
  • Troubleshoot production issues, defects, and data anomalies
  • Perform root cause analysis and deliver long-term fixes
  • Provide on-call or escalation support for critical incidents

2. Feature Enhancements & Business Logic

  • Design and implement enhancements within the CA Plex model
  • Modify:
    • Business rules
    • Screens and workflows
    • Batch jobs and reports
  • Ensure compliance with judicial policies and statutory requirements

3. CA Plex Model Development

  • Work directly in CA Plex to:
    • Update objects, functions, and relationships
    • Regenerate and deploy system components
  • Maintain model-driven architecture integrity

4. Database & Data Integrity

  • Write and optimize SQL Server (T‑SQL) queries and stored procedures
  • Perform:
    • Data corrections and clean-up
    • Performance tuning on large data volumes (millions of records)
  • Ensure consistency across integrated systems

5. System Integrations

  • Support integrations with:
    • Law enforcement agencies (e.g., SLED)
    • DMV eDisposition systems
    • eCitation platforms
    • Public Index and eFiling systems
  • Assist with migration from legacy I/O to API-based integrations

6. Reporting & Data Support

  • Develop data extracts and reporting queries
  • Support feeds to enterprise Data Warehouses
  • Collaborate with reporting and analytics teams

7. Stakeholder Collaboration

  • Work closely with:
    • Court Administration
    • IT leadership
    • Development and modernization teams
  • Translate court business requirements into technical CMS solutions

8. Documentation & Knowledge Transfer

  • Maintain documentation for:
    • System changes
    • Business rules
    • Technical processes
  • Support knowledge transfer to internal teams

Required Qualifications

  • 15+ years of application development experience
  • 15+ years of CA Plex or similar 4GL / model-driven development
  • 15+ years of SQL Server / T‑SQL
  • 15+ years of debugging and complex troubleshooting
  • 15+ years of API integrations (REST, SOAP, XML, Windows Services, Microservices)
  • 10+ years maintaining legacy or enterprise-scale systems
  • 5+ years supporting State Court Case Management or Jury Management Systems

Preferred / Nice-to-Have

  • Experience in judicial, government, or public sector environments
  • Knowledge of:
    • Data warehouse architectures (star/snowflake)
    • Power BI backend optimization
    • .NET data access patterns
    • SQL Server Always On Availability Groups
    • Azure DevOps
  • Familiarity with Imperva or similar security tools
  • Experience cleaning complex legacy data across counties or jurisdictions

Education

Required:

  • Bachelor’s degree in Computer Science, Information Systems, or related field
    (or equivalent professional experience)

Preferred Experience In:

  • Generated languages (C++, Java, .NET from Plex)
  • Batch and transactional systems
  • Court case lifecycle processing
  • Court performance and operational metrics
