We are seeking an experienced Product Manager Digital Product & Service Delivery to lead the discovery, delivery, launch, modernization, and continuous improvement of customer-facing digital products and operational technology services.

The ideal candidate will have strong experience in Digital Product Management, Agile/Scrum delivery, product lifecycle management, user-centered design, stakeholder management, vendor coordination, and software modernization initiatives.

Required Qualifications

  • Bachelor's degree in Business, Information Systems, Computer Science, Engineering, Design, HCI, Communications, Public Administration, or a related discipline, or equivalent professional experience.

  • 5+ years of overall relevant professional experience preferred.

  • 3+ years of experience in Product Management, Digital Product Delivery, Product Ownership, or similar roles.

  • Experience leading digital product development, software delivery, technology modernization, or customer-facing technology initiatives.

  • Strong understanding of the full product lifecycle: discovery, prioritization, delivery, launch, measurement, and continuous improvement.

  • Experience translating business and customer needs into user stories, product requirements, workflows, acceptance criteria, and prioritized backlogs.

  • Hands-on experience working in Agile, Scrum, or iterative software development environments.

  • Experience with backlog refinement, sprint planning, release coordination, roadmap development, and product prioritization.

  • Strong experience collaborating with software developers, engineers, UX/design teams, vendors, business stakeholders, and leadership.

  • Experience conducting or supporting user research, customer interviews, usability testing, prototype testing, and feedback analysis.

  • Strong problem-solving, prioritization, organizational, leadership, and stakeholder communication skills.

  • Ability to balance customer needs, business priorities, operational requirements, policy/compliance considerations, and technical constraints.

  • Ability to manage multiple initiatives in a fast-paced environment.


Key Responsibilities

  • Lead complex digital products and service initiatives from discovery through delivery and continuous improvement.

  • Translate stakeholder, operational, and customer requirements into actionable product requirements, workflows, user stories, and product backlogs.

  • Partner with customers, frontline teams, vendors, developers, designers, and technical teams to validate problems and develop effective solutions.

  • Lead backlog refinement, sprint planning, product prioritization, release coordination, and milestone planning.

  • Coordinate vendor and internal delivery teams to ensure timelines, quality, usability, testing readiness, and delivery expectations are met.

  • Conduct and support user research, usability testing, customer interviews, operational observations, and prototype validation.

  • Monitor product performance using analytics, customer feedback, operational metrics, and user observations.

  • Identify opportunities to improve customer experience, operational efficiency, digital service delivery, and business outcomes.

  • Drive iterative delivery and continuous improvement using research, data, customer feedback, and measurable outcomes.

  • Communicate risks, dependencies, delivery challenges, and recommendations to Product Owners and senior stakeholders.


Preferred Skills

  • Experience with digital transformation or large-scale software modernization.

  • Experience in government, transportation, healthcare, financial services, or another regulated environment.

  • Knowledge of customer experience, accessibility, UX research, and service design.

  • Experience using data, KPIs, customer feedback, and product performance metrics to make product decisions.

  • Experience managing external technology vendors.

  • MS Project and/or Visio experience is a plus.

  • Product Management, Agile, Scrum, UX, Service Design, or Customer Experience certifications are preferred but not required.
